Level of Service (LOS) is a term used by transportation engineers to identify the quality of service of transportation facilities to the public. The Highway Capacity Manual has yet to provide guidance on LOS analysis for parking facilities. Parking search time has been proposed by several researchers as the indicator for the LOS criteria for parking facilities. This thesis investigated the use of search time for LOS analysis for on street and off-street parking facilities. University campuses are the origins and destinations of a variety of trips generated by faculty, staff, students, and visitors. The vast number of trips that are attracted to university campuses result in parking congestion issues. In order to manage campus parking demand, universities establish Transportation and Parking Offices (TPO). The Southwestern region has been identified as one of the most persistent dust producing regions of North America. Exposure to inhalable particulate matter (PM10) originating from desertic landscape during dust events/dust exposures (DEs) can reach hazardous levels. El Paso, Texas’s ambient air has reached hazardous levels of PM10 above 4000 μg/m3 with near zero visibility due to these natural events. In the student parking location problem, traditionally, the parking permit cost, the last-mile travel time, and the ease of finding an available parking stall are the only decision criteria driving permit purchases. However, a studentâ??s choice of parking location has associated walking health benefits and sustainability impacts. The purpose of this study was to examine the effectiveness of one of the latest Texas legislative efforts to increase the college readiness of Texas high school graduates. The study assessed whether students falling under this mandated measure of college readiness are as successful in their college level math and English courses as students who pass the Texas Success Initiative Assessment. Using a secondary data set, a set of binary logistic regression models were developed to analyze the predictive value of six variables in determining student success in their first college level math or English course. In this study, I examine how the "Vision Zero" traffic safety plan has been implemented in the cities of San Francisco and San Jose and, employing qualitative interviews, I explore the perceptions of local elected officials and community leaders of local advocacy groups to understand their emergent appraisals of how effectively the policy is working, as well as assess the political implications and impact of the initiative. "The Complete Disregard For Our Children's Lives, The Targeting Of A Community That Can't Fight Back:" Families' Testimonios On Resisting School Closures On The U.S.-Mexico Border, Joshua Acevedo

Through the use of Latinx Critical Race Theory (LatCrit), with testimonios as a method of inquiry, this study analyzed families' experiences that led them to resist school closures. This study also chronicled families' experiences with the transition to new schools, after the school closures. Once schools closed, families described their transition to new schools. LatCrit was applied to interpret school closures through a social justice lens and understand how families experienced interconnected oppression related to their race/ethnicity, class, culture, immigration status, socioeconomic status, language, environment, and gender. With the rapid paradigm shift of pavement design methodology from an empirical-based approach toward a more mechanistic-based approach, the existing mix design processes also need a radical shift from the conventional volumetric-based methods to performance-based methods.
