The main objectives of this study are to investigate the trends in primary pavement materials’ unit price over time and to develop statistical models and guidelines for using predictive unit prices of pavement materials instead of uniform unit prices in life cycle cost analysis (LCCA) for future maintenance and rehabilitation (M&R) projects. Various socio-economic data were collected for the past 20 years (1997–2018) in California, including oil price, population, government expenditure in transportation, vehicle registration, and other key variables, in order to identify factors affecting pavement materials’ unit price. In 2017, the State of California adopted landmark legislation to increase the funds available for transportation in the state: Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017. Through a combination of higher gas and diesel motor fuel taxes, SB1 raises revenue for four critical transportation needs in the state: road maintenance and rehabilitation, relief from congestion, improvements to trade corridors, and improving transit and rail services.

The COVID-19 public health emergency has affected every aspect of life in California, reducing social and economic activity. Less activity translates to less travel, and less travel leads to less revenue generated from taxes on motor fuels. As California emerges from the COVID-19 crisis and returns to more normal levels of activity, the state must plan transportation system operations and maintenance in the context of deep uncertainty regarding future revenue.

To help decision makers navigate that uncertainty, we used spreadsheet models to estimate the impacts of different economic recovery scenarios from the COVID-19 pandemic on state-generated transportation revenue. Because it …

The first-mile, last-mile problem is a significant deterrent for potential transit riders, especially in suburban neighborhoods with low density. Transit agencies have typically sought to solve this problem by adding parking spaces near transit stations and adding stops to connect riders to fixed-route transit. However, these measures are often only short-term solutions. The major US household travel surveys do not ask the right questions to understand mobility in Walkable Neighborhoods. Yet few subjects can be more important for sustainability and real economic growth based on all things of value, including sustainability, affordability, and quality of life. Walkable Neighborhoods are a system of land use, transportation, and transportation pricing. They are areas with attractive walking distances of residential and local business land uses of sufficient density to support enough business and transit, with mobility comparable to suburbia and without owning an auto.

This study evaluates the demand for truck-only toll lanes on Southern California freeways with owner–operator truck drivers. The study implemented the stated preference survey method to estimate the value placed by drivers on time, reliability, and safety measures using various scenarios geared towards assessing those values. COVID-19 brought the public’s attention to the critical value of transportation and supply chain workers as lifelines to access food and other supplies. This report examines essential job skills required of the middle-skill workforce (workers with more than a high school degree, but less than a four-year college degree). This study advances land use, transportation planning, and public finance research by identifying: a) the various land use, zoning, and value capture-related barriers to the construction of transit-oriented developments (TODs); and b) the major strategies that are commonly used or could be used to address these barriers. The value capture (VC) tools include joint development projects, tax increment financing, special assessments, lease/sale of land or air rights, and impact fees. This study attempts to answer the question of how a narrow (9-ft) lane dedicated to Automated Vehicles (AVs) would affect the behavior of drivers in the adjacent lane to the right. To this end, a custom driving simulator environment was designed mimicking the Interstate 15 smart corridor in San Diego. A group of participants was assigned to drive next to the simulated 9-ft narrow lane while a control group was assigned to drive next to a regular 12-ft AV lane. Safe Routes to School (SRTS) programs aim to increase the share of students who commute to school by active modes (e.g., walking and cycling). The goal of this work was to assess the effectiveness of SRTS programs. Towards that end, we analyzed the California Household Travel Survey (CHTS) data from the four counties in the San Francisco Bay area. We estimated logistic regression model(s) to predict the likelihood that a child commutes to school by active modes based on the presence of an SRTS program and controlling for individual, household, and tract characteristics. Green streets offer many potential benefits that include improving water quality, absorbing carbon (sequestration), and reducing urban heat island effects. This report summarizes: (1) the research team’s analysis of 14 tools calculating green streets benefits; and (2) the results of applying the most promising calculators to a select group of green streets case studies. The researchers are affiliated with the Mineta Transportation Institute, which serves the California Department of Transportation (“Caltrans”). This research uses a unique database of cycling volumes from the San Diego region to estimate cycling demand and cycling collision models. Continuous cycling count data collected from 34 automated counters are used to extrapolate over 1,400 short duration counts to average annual daily bicycle volumes (AADB). Network characteristics, built environment, and socio-economic characteristics are primary independent variables employed in the modeling. A key contribution of this research is to incorporate both a whole-network measure (betweenness centrality) and a network quality measure (LTS) in estimating cycling volumes. Ride-hailing services such as Lyft and Uber offer a potential mobility option for the growing numbers of aging Californians who risk social and economic isolation if they cannot drive for health or financial reasons. This research project investigates the replicable characteristics, policies, and practices of successful metropolitan areawide public transportation networks that contribute to high usage and make transit an effective competitor to the private motor vehicle. The research method involves the qualitative and quantitative analysis of ten international (non-U.S.) case studies. The principal methods employed were web-based research and data collection, as well as telephone interviews with transit agency staff or regional planners as needed. The Altamont Pass commuter survey study examines commuters’ perceptions and behaviors towards public transportation during 2019-2020. Results are compared with surveys conducted in 2000 and 2006 to investigate whether there have been any longitudinal changes in the perceptions and behaviors of Altamont Pass commuters over the twenty-year interval. As the previous surveys do, this study focuses on the same three counties, namely, San Joaquin, Stanislaus, and Merced that comprise the Northern San Joaquin Valley (NSJV). This report presents the results from a March 2020 survey of Santa Clara County residents about their current travel behavior, overall thoughts on travel, and opinions about various forms of transportation in particular. While the instrument inquired about all modes of transportation, the survey was particularly focused on attitudes and behavior related to cycling. A total of 1,009 responses were included in the analysis. Overall, the study confirms that private motor vehicle travel dominates, with approximately 90 percent of respondents reporting that they drive in an average week and own cars. Authors of this research developed a traffic simulation model for the downtown San Jose network and evaluated five different street redesign and travel demand combinations. This model aids understanding of network-wide effects of changes in street design for local and regional agencies who are interested in implementing complete streets and/or one-way to two-way conversion. This report summarizes the results from the eleventh year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally-representative sample of 2,515 respondents completed the online survey between February 14 and 28, 2020.

The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. This white paper identifies research opportunities focused on workforce development for the trucking industry, particularly regarding truck drivers and the truck driver shortage. Interviews were conducted with key national and state trucking industry leaders. In addition, the authors gathered information from relevant sessions at the Transportation Research Board (TRB) Annual Meeting in January of 2020. Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks.
