Gender and Disability: An Exploration of Reflective Practice for Protection and Access Amid Complex Emergencies is a qualitative research project exploring under what conditions and in what ways disabled persons’ organizations (DPOs) effectively protect and provide access to women and girls with disabilities amid complex emergencies. The study upheld a participatory approach and rights-based framework, emphasizing that authentic inclusion requires centering disabled voices in research. Drawing on extant research, grey literature, and data collected from online practitioner questionnaires and semi-structured interviews, the study conducted a multi-phased reflexive thematic analysis. Fifty-eight years have passed since the Title VII of the Civil Rights Bill of 1964 was signed into law, yet discrimination in employment still occurs; the Kentucky Executive Branch is no exception. This paper will use Theodore Lowi’s agency typology and EEOC categorical data from the 2012 and 2020 Kentucky Office of Diversity and Employment Training Semi-Annual Report on Female and Minority Employment (SAR) to identify gendered occupational segregation in three distinct Executive Branch agencies, address potential contributing factors and areas of change (Alkadry & Tower, 2006; Lowi, 1985; Newman, 1994; Escriche, 2007). Risk has emerged as a defining feature of punishment in the United States. Feeley and Simon (1992) note that contemporary punishment is increasingly moving away from rehabilitation (the old penology) and moving toward the management and control of offenders (the new penology), often though actuarial techniques. While the profusion of risk assessment instruments, now entering their fourth generation, provides some support for the assertion that risk is indeed an important element in corrections, it was previously unknown if the risk model applied to all offenders, particularly female offenders. Research has shown that female physicians continue to earn less than their male counterparts. From both social justice and feminist perspectives, laws requiring equal pay should provide just income for females as compared to males. However, the literature continues to indicate that in general females earn less than males, a trend that is also true for physicians. Theoretically informed postulates are measured here with structural equation modeling to test the influence of the unique latent construct "specialization" on the income gap while controlling for demographic and contextual variables.
