Indonesia and Egypt are the two countries with the highest prevalence rates of Female Genital Mutilation / Cutting (FGM/C) in the world. Several policies have been issued in order to reduce the number of cases of female circumcision, but they have not shown significant results. Therefore, the authors want to explain why the implementation of the anti-FGM/C policy has not succeeded in reducing the number of female circumcisions in Indonesia and Egypt. This study assessed the association between leadership attributes and qualities in the implementation of education infrastructure development policy goals in Tanzania using Kinondoni Municipal Council as a case. A concurrent mixed-method triangulation of qualitative and quantitative data was employed to explore the nexus between leadership attributes and qualities in implementing education infrastructure development policy goals in Tanzania. Balinese customary villages are at the center of the state’s strategy for mitigation of Covid-19. Relations between customary villages and the state predate colonial times. The historical dynamics have shown that the traditions and cultures of customary villages (desa mawacara) will always exist within the shadow of the state (negara mawatata). The symbolic narrative of desa mawacara, negara mawatata illustrates the governmentality that the state exercises over the villages. Kebijakan pelayanan medis secara legal formal telah memberikan perlindungan hak konsumen kesehatan. Namun, sampai kini belum terungkap upaya institusi pelayanan kesehatan untuk memenuhi dan melindungi hak konsumen kesehatan. Penelitian ini bertujuan mengeksplorasi berbagai kebijakan pemenuhan hak-hak konsumen kesehatan oleh institusi pelayanan kesehatan pemerintah dan swasta. Penelitian yang menggunakan pendekatan kualitatif dengan metode studi ini dilaksanakan pada Agustus 2008 - Januari 2009 di institusi pemerintah RSUD Cibabat-Cimahi, RSKIA Astanaanyar dan Puskesmas Garuda serta institusi swasta RS Muhammadiyah dan RB Barokah.
