He acknowledges that there are high costs in failing to invest early and notes that creating skilled workers requires building the foundation in the first few years of the worker’s life. Five Hundred Sixty Nations Among Us: Understanding The Basics Of Native American Sovereignty, Stephen Brimley
Maine Policy Review
Stephen Brimley presents a general background on the historical context of Native American tribal sovereignty on the national level, and the current political and legal environment in which tribal rights are defined. He describes how tribes have retained varying degrees of the rights they had prior to European contact, and the ways in which state power over tribes has been expanded through court action in the past several decades. Maine’s Native American groups are in a somewhat unique situation with regard to sovereignty, as defined in the Maine Indian Land Claims Settlement Act of 1980.

Term Limits, The Standing Committees, And Institutional Response, Matthew C. Moen, Kenneth Palmer

Through citizen initiative in 1993, Maine passed a term limits bill that now prevents legislators with eight years of consecutive service from seeking reelection. Although touted as a means of eliminating careerism in public service and as a means of bringing fresh blood and new policy initiative to Augusta, many now question whether limits on service have hampered legislative efficiency through the loss of experienced leadership and institutional memory. Moen and Palmer examine the impact of term limits on the legislature’s standing committees. While noting adverse impacts such as heavier workloads, they also find an institution hard at work to …

Senator George Mitchell's leadership in Northern Ireland has earned him worldwide praise. Yet such praise is not surprising to citizens of Maine who have lauded the Senator for many years throughout his remarkable tenure in the United States Senate. In 1980, Senator Mitchell was appointed to the United States Senate to complete the unexpired term of Senator Edmund S. Muskie who had resigned to become Secretary of State. In 1982, after trailing in public opinion polls by thirty-six points, he rallied to win his first election, receiving 61 percent of the votes cast. Mitchell went on to an illustrious career …
