Envisioning Recovery: A Social-Ecological Systems Analysis Of Maine’S Co-Managed Sea Urchin Fishery, Kimberly L. Ovitz

Maine’s sea urchin resource has provided a critical source of income and cultural value to resource harvesters across the state, yet in the absence of adequate governance mechanisms, the urchin resource quickly succumbed to overharvest and persisting stock decline. Following collapse, the urchin fishery transitioned to an advisory co-management system characterized by increased collaboration between urchin harvesters and resource managers. As collaborative dialogue and decision-making continue, fishery participants are collectively envisioning a more sustainable future for this important natural resource.

This poster session highlighted the Maine UCEDD’s role as a statewide resource and collaborative partner in advancing inclusive practice in Maine’s early care and education system. It covered the delivery of a continuum of supports for inclusion; examined collaborations that create systemic impact; and reviewed the services needed to increase knowledge, skills and application of practices to improve the quality of early care and education settings in Maine.

Residents of Maine face a large monetary expense to heat their homes in the winter. In Maine it takes 540 gallons of heating oil each year to heat a typical home [1]. Interior window inserts may be a practical solution to improve comfort, save money, and consume less environmentally harmful fossil fuels during cold winter months. The window inserts discussed in this paper are custom measured to fit into a window and consist of a wooden frame that is wrapped in two layers of polyolefin film and weather stripped for a snug fit. Commercial inserts cost $20-$36/square foot, or approximately …

Grassroots Diplomacy And Vernacular Law: The Discourse Of Food Sovereignty In Maine, John Welton

This thesis studies the discourse of food sovereignty in Maine, a coalition of small-scale farmers, consumers, and citizens building an alternative food system based on a distributed form of production, processing, selling, purchasing, and consumption. This distribution occurs at the municipal level through the enactment of ordinances. Using critical-rhetorical field methods, I argue that the discourse of food sovereignty in Maine develops a ‘constitutive’ rhetoric that composes rural society through affective relationships. Advocates engage the industrial food system to both expose its systemic bias against small-scale farming and construct their own discourse of belonging. Based upon agrarian values such as …

Utilizing a "fortress conservation model" that emphasizes Western worldviews and divides nature and culture into separate realms, conservation efforts in Tanzania have disenfranchised many indigenous groups like the Maasai and placed their livelihoods at risk. In order for conservation to be a successful endeavor, efforts must take local and indigenous people into account and work to improve the understanding of the relationships between people, land, culture, and historical context. Historically individuals with disabilities were sent to live in institutions, such as Pineland Center. As public opinion about institutionalization and individuals with disabilities began to change the state worked to create programs to allow individuals with disabilities to live in their own communities. These Home and Community Based Services are funded through Medicaid waiver programs such as section 21 and 29.

Medicaid And Children With Special Health Care Needs, 2016-2017 Cohort Of New Hampshire-Maine Leadership Education In Neurodevelopmental And Related Disabilities (Nh-Me Lend) Program Trainees
Policy Analysis
Medicaid funds vital services for children and youth with special health care needs and disabilities (CYSHCN). Proposed changes to the structure of Medicaid would significantly reduce federal funding for this important program. The most concerning are the proposed structural changes including per capita caps and block grants, as well as threats to Early and Periodic Screening, Diagnostic and Treatment (EPSDT) and Medicaid Waiver services. Restructuring would have devastating effects on benefits for low-income children and individuals with disabilities, and their families, putting this very vulnerable population at additional risk.

Managing Small Natural Features: A Synthesis Of Economic Issues And Emergent Opportunities, Dana Bauer, Kathleen Bell, Erick Nelson, Aram J K Calhoun

Small natural features (SNFs), landscape elements that influence species persistence and ecological functioning on a much larger scale than one would expect from their size, can also offer a greater rate of return on conservation investment compared to that of larger natural features or more broad-based conservation. However, their size and perceived lack of significance also makes them more vulnerable to threats and destruction. We examine the management of SNFs and conservation of the associated ecosystem services they generate from an economics perspective. Using the economic concept of market failure, we identify three key themes that explain prevailing threats to …

Across Maine, communities and land owners are reconnecting rivers and streams by improving road crossings, fixing broken culverts, and removing dams and other barriers. There are many reasons for doing this work, including preventing costly repairs associated with flooding and washouts, enhancing water quality, increasing wildlife habitat, and restoring fish populations. Connecting Rivers explores some of the ways that streams connect inland lakes and forests and the sea. This second fact sheet in the series provides an overview of the motivations for and benefits of restoring fish passage, and includes a map of dam removals and other restoration actions in …
