Predicting State Failure: A Classification Tree Approach, Atin Basu Choudhary, Jim T. Bang, William F. Shughart Ii

We deviate from standard practice in the literature on state failure to use classification tree methods to predict state failure. We argue that the rarity of state failure and simplicity of use and interpretation makes this approach more attractive. We determine simple decision rules, based on observable and measurable variables, to determine whether a country is likely to fail or not.

This article outlines a republican perspective on disability policy. Committed to ensuring the freedom-as-nondomination of disabled citizens, such a republican perspective first offers a particular diagnosis of the injustice of disability disadvantage, both in relation to individuals (dominium) and the state (imperium). Next we argue that a republican perspective may be able to sidestep some perverse implications of social contract approaches to social justice, and capable of offering a robust philosophical foundation for a theory of justice for disabled citizens. People with disabilities report physical barriers in doctors’ offices that affect the quality of care. The analysis seeks to describe overall primary care office physical accessibility and identify (1) in which areas offices meet access criteria, (2) which accessibility criteria are most often not met, and (3) whether there are urban/non-urban differences.

Post-Earthquake Housing Recovery In Bachhau, India: The Homeowner, The Renter, And The Squatter, Anuradha Mukherji

This paper looks at post-earthquake housing recovery in Bachhau, a town close to the epicenter of the 2001 Gujarat earthquake in western India. This research examines the difference in housing recovery outcomes among homeowners, squatters, and renters in Bachhau, in order to understand why single-family homeowners and squatters were able to rebuild and improve their housing conditions whereas low-income renters continued to struggle toward housing recovery. This paper shows that communities in Bachhau did not have the resources or capacities to rebuild themselves and that appropriate public assistance was critical for housing recovery. In this document we provide an overview of graphene research that appears in the Web of Science (WOS) during the timeframe 2000 to 2010, inclusive. WOS databases that contain graphene research articles include SCI-EXPANDED, SSCI and A&HCI. The search strategy used in this profile was a simple one: all WOS articles from 2000 to 2010 whose title contained the keyword ‘graphene’ were downloaded and analyzed using VantagePoint textmining software. The search strategy used resulted in a total of 4,706 publications spanning 11 years, 313 journals, 78 countries, 1,433 institutional affiliations and 7,617 authors. The conventional measure of Human Development Index (HDI) is a linear average across dimensions, HDI1. Under this, poor attainments in any dimension gets perfectly compensated for better attainments in any other dimension HDI2, which is based on Euclidean distance measuring shortfall from the ideal, addresses the above anomaly. In our analysis of progress, we use HDI2 to develop the notion of an ideal path and penalty to capture deviation from this; and a measure of fluctuation. The measures are applied to 127 countries for the period 1990-2004. The results show that Sub-Saharan countries have suffered on account of sharp decline …

This paper describes and applies econometric strategies for estimating regression models of economic share data outcomes where the shares may take boundary values (zero and one) with nontrivial probability. The main focus of the paper is on the conditional mean structures of such data. The paper proposes an extension of the fractional regression methodology proposed by Papke and Wooldridge, 1996, 2008, in univariate cross-sectional and panel contexts. The paper discusses the stochastic aspects of share definition and measurement, and summarizes important features of the existing literature on econometric strategies for share model estimation. Mission Creep And The Compromising Of Strategic Direction In United Kingdom Police Services. An Exploratory Study Of The Evidence., Gordon Marnoch, Gavin Boyd, John Topping

This paper examines key problems facing United Kingdom police leaders face in meeting the service expectations of government and the public in a period of austerity. A central problem relates to the extent to which the police leader’s opportunity to pursue strategic actions appropriate to changing circumstances, has been compromised by ‘mission creep’. The empirical evidence presented here is based on a study of one large English police service supplemented by interviews conducted with senior officers in this and other police services. The paper concludes that mission creep and path dependency are inter-linked.

The paper argues that while performance management practices are much in evidence in contemporary police services, the perceptions and views of police officers and civilian staff discussed in this paper should give us pause in concluding that there has been a straightforward triumph of managerialist rationality over operational tradition in the use of policing resources. Evidence is drawn from an extensive study of police officers and civilian staff and their self-reported engagement with performance management systems in three large United Kingdom police services.

Rarely has a military commitment led to such intense discussion in the Netherlands as the Task Force Uruzgan (TFU) mission in Afghanistan. In February 2010, the Netherlands' coalition government even collapsed after the two largest parties failed to agree on the withdrawal of Dutch troops from Afghanistan later this year. This article deals first of all with the difficult discussion over the Afghanistan mission of the TFU. The authors then subject three ISAF operations to close scrutiny. This short paper examines the impact of the global financial crisis (GFC) on local government. It first proposes a framework to explore the possible transmission mechanisms through which the GFC impacts on local government income and expenditure, and then assesses the strength of these effects. The second section addresses the wider question of the potential impact of the GFC on decentralisation, which has been a notable feature of the development strategy of many Commonwealth countries in recent decades. The final section suggests that the GFC provides an opportunity for addressing three longstanding structural concerns affecting local government.

My Master’s thesis is among the few, if not the only work which examines in comparative perspective the public policies of Canada, USA and EU (EU level) in the field of highly skilled migration. I find that this type of migration is understudied, not supported by any of the migration-related organizations, most probably due to its business nature. Information, Direct Access To Farmers, And Rural Market Performance In Central India, Aparajita Goyal

This paper estimates the impact of a change in procurement strategy of a private buyer in the central Indian state of Madhya Pradesh. Beginning in October 2000, Internet kiosks and warehouses were established that provide wholesale price information and an alternative marketing channel to soy farmers in the state. Using a new market-level dataset, the estimates suggest a significant increase in soy price after the introduction of kiosks, supporting the predictions of the theoretical model. Moreover, there is a robust increase in area under soy cultivation. The results point toward an improvement in the functioning of rural agricultural markets. (JEL …

Das Ubiquitäre Computing hat seine Wurzeln in den wegweisenden Arbeiten von Mark Weiser, der bis zu seinem Tod 1999 als leitender Wissenschaftler am Xerox-Forschungszentrum im Silicon Valley tätig war. Er propagierte schon 1991 in einem visionären Artikel im »Scientific American« den allgegenwärtigen Com- puter, der unsichtbar und unaufdringlich den Menschen bei seinen Tätigkeiten unterstützt und ihn von lästigen Routineaufgaben weitestgehend befreit. Der Computer als sichtbares Gerät sollte nach Weisers Auffassung verschwinden, dessen informationsverarbeitende Funktionalität aber überall verfügbar sein. Heute scheinen wir auf dem Weg dahin schon weit vorangekommen zu sein.

This document presents an analysis of the challenges of globalization facing American higher education as the incursion in international localization intensifies. Institutions face the dilemma of preserving the legitimacy of the national culture while entering global environments with diverse beliefs and behaviors. The emerging “Risk-Based Leadership Model for Global Higher Education (RLM)” proposes the development of distinctive macro-level competencies (i.e. risk-management models, GLOBE leadership dimensions) and micro-level competencies (emotional intelligence and life-work balance).

This paper examines management contracts as a paradigm for the application of relational contracts theory and especially of the theory of contractual and relational norms. This theory, deriving from Macauley's implications, but structured and analysed by I.R. MacNeil gives us a framework for the explanation and understanding of contractual obligations and business relations' rules and practice.
