"We Did It For The Kids," Housing Policies, Race, And Class: An Ethnographic Case Study Of A Resident Council In A Public Housing Neighborhood, Tiffany Gayle Chenault Dec 2004

"We Did It For The Kids," Housing Policies, Race, And Class: An Ethnographic Case Study Of A Resident Council In A Public Housing Neighborhood, Tiffany Gayle Chenault

Tiffany Chenault

The Department of Housing and Urban Development (HUD) emphasizes the word "community" for building economic development, citizen participations, and revitalization of facilities and services in urban and rural areas. Resident Councils are one way to develop and build community among residents of public housing. This is a study of a resident council's role of community building. Despite HUD stressing community building in public housing and investing money and policies around it, there are some resident councils that are not fulfilling the expectations of HUD. The purpose of this research is to describe and explain the disjunctions between HUD's expectations for …

Investing In Peace And Security In Africa: The Case Of Ecowas Emmanuel Kwesi Aning, Emmanuel Aning

Emmanuel Kwesi Aning

This paper argues that, by investing in good governance and democratisation—two factors fundamental to West African security—ECOWAS is also contributing to sub-regional peace and stability. An inclusive approach is needed to forge effective relationships between governance and security in West Africa. ECOWAS has designed a strategic framework that identifies priority areas for conflict management. At issue, though, is its capacity to confront and deal with issues that straddle security, peace, good governance, and democratisation. This paper analyses the dynamics of ECOWAS’s security-sector reforms. The perception that the security sector itself is still a major source of insecurity in West Africa …

The Many Legal Institutions That Support Contractual Commitment, Gillian K. Hadfield Nov 2004

The Many Legal Institutions That Support Contractual Commitment, Gillian K. Hadfield

Gillian K Hadfield

One of the fundamental contributions of transaction cost theory and institutional economics has been to focus attention on opening the "black box" of contract enforcement, drawing attention to the institutions required to achieve effective and low-cost contract enforcement. The idea that the effectiveness of contract law is critical to the growth of economic activity is widespread in the literature on development and transition economies. Recent studies attempting to document toe relative strength of contract enforcement in different settings (La Porta, et al., 19982; Djankov, et al., 2003), however, have focused on relatively abstract notions of "courts" and "legal systems" and …

L.A. Race Woman: Charlotta Bass And The Complexities Of Black Political Development In Los Angeles, Regina Freer Aug 2004

L.A. Race Woman: Charlotta Bass And The Complexities Of Black Political Development In Los Angeles, Regina Freer

Regina Freer

Using her platform as owner and editor of Los Angeles's prominent black newspaper the California Eagle from 1912-1951, L.A. race woman Charlotta Bass was at the center of black political life of the city. This article examines her life and political activism as they offer a lens into the history of black community response to the particular demography, geography, politics and economics of Los Angeles and African American's expectations of what life should be like in the city. While black Angelenos confronted pitched job market competition and familiar white resistance to black advancement, blacks in L.A. did experience a form …

Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad Aug 2004

Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad

Mary Alice Haddad

Why are some communities more civically engaged than others? Why do some communities provide services with volunteer labor whereas others rely primarily on government provision? When communities provide both volunteer and paid labor for the same service, how do they motivate and organize those volunteers? This article addresses these questions through quantitative tests of prevailing explanations for levels of civic engagement (e.g., education, TV viewing, urbanization) and qualitative analyses of case studies of three medium-sized cities in Japan, focusing particularly on the service areas of firefighting and elder care. The statistical analyses demonstrate that current explanations that rely on individual …

Bibliometric Evaluation Of Federally Funded Research In The United States, Diana M. Hicks Jul 2004

Bibliometric Evaluation Of Federally Funded Research In The United States, Diana M. Hicks

Diana Hicks

Research evaluation in the USA historically tended to rely more heavily on peer review than on bibliometric method, but interest in quantitative methods including bibliometrics appears to be growing. In this paper, we discuss the use of bibliometric techniques of research evaluation by the US federal government over the past decade. Within the past decade, commentators have pointed to something of a rebirth of interest in evaluation along with pressure on agencies to develop quantitative indicators. Evaluation of economic and societal outcomes of research has become a priority. Bibliometric method continues to evolve in response to these needs and therefore …

Establishing Long Term Coastal And Marine Programs In Latin America And The Caribbean Pilot Studies Of Ecuador And The Gulf Of Fonseca Integrating Education, Applied Research And Extension Background Paper No. 2, Matthew Wilburn King

Matthew Wilburn King PhD

This document is the second of two background papers that have been prepared to explore the feasibility of adapting the Sea Grant model of University-based education, research and extension to countries of Latin America and the Caribbean. It is part of an initiative directed by the NOAA/OAR Office of International Activities and the University of Rhode Island Coastal Resources Center and Sea Grant Program. Financial support comes from the U.S. State Department’s Ocean, Environment and Science Initiative, and the NOAA National Sea Grant Office. The initiative was catalyzed by expressions of interest from government and university officials in Honduras, Nicaragua, …

Allocating Contractor Risks In The Hanford Waste Cleanup, Jeffrey M. Keisler, William A. Buehring, Peter D. Mclaughlin, Mark A. Robershotte, Ronald G. Whitfield

Jeffrey Keisler

Organizations may view outsourcing as a way to manage risk. We developed a decision-analytic approach to determine which risks the buyer can share or shift to vendors and which ones it should bear. We found that allocating risks incorrectly could increase costs dramatically. Between 1995 and 1998, we used this approach to develop the request for proposals (RFP) for the US Department of Energy’s (DOE’s) privatization initiative for the Hanford tank waste remediation system (TWRS). In the model, we used an assessment protocol to predict how vendors would react to proposed risk allocations in terms of their actions and their …

Restructuring The Region : The Evolution Of The Optics And Imaging Industry In Rochester, Ny, Jennifer Clark Apr 2004

Restructuring The Region : The Evolution Of The Optics And Imaging Industry In Rochester, Ny, Jennifer Clark

Jennifer Clark

Through a case study of Rochester, New York's optics and imaging industry my dissertation examines regional sector specialization and firm labor market strategies deployed to retain corporate competitiveness. Using industry and occupational analysis as well as interviews, focus groups, and survey techniques, I investigate how labor markets and labor market institutions remake themselves in response to the systematic dismantling of the model of corporate paternalism that was once pervasive in the Rochester region. I argue that there is a contradiction between the need for firm specific skills and the desire for a flexible employment relationship that creates an increased dependence …

From Youth Rebellion To Child Abduction: The Anatomy Of Recruitment In Sierra Leone, Emmanuel Aning, Angela Mcintyre Mar 2004

From Youth Rebellion To Child Abduction: The Anatomy Of Recruitment In Sierra Leone, Emmanuel Aning, Angela Mcintyre

Emmanuel Kwesi Aning

Using a case study of Sierra Leone, this chapter aims to bring attention to the importance of youth as a constituency with a substantial stake in national and regional stability in Africa. We have attempted this by first giving a background to the conflict, followed by a discussion of the nature of youth recruitment and participation in the conflict, followed by a look at some influential perspectives on the issue of child and youth participation in violence, and the influences they have had on policy making. We conclude with the idea that youth are of central concern to both national …

The Role Of Universities In Preparing The Next Generation Of Infrastructure Professionals, George H. Baker Feb 2004

The Role Of Universities In Preparing The Next Generation Of Infrastructure Professionals, George H. Baker

George H Baker

Universities need to play a central role in infrastructure assurance but have not realized their full potential. While the first role of Universities is education, their role in infrastructure assurance does not stop there. University infrastructure assurance programs should embrace research, policy studies, public awareness, development and promulgation of best practices, and real-time/real-problem assistance to public and private infrastructure stakeholders.

National Energy Policy: Japan, Paul Scalise Dec 2003

National Energy Policy: Japan, Paul Scalise

Paul J. Scalise

The objectives of Japan’s national energy policy today are defined by the Ministry of Economy, Trade, and Industry (METI) as the ‘‘four Es’’: energy security, environmental protection, economic efficiency, and economic growth. Although each goal is separately crucial to the long-term national good, implementation and compatibility of these four objectives have been in conflict for much of the time since World War II. The second largest economy in the world, Japan in the year 2000 represented 0.28% of the world’s landmass, 2.1% of the world’s population, and 15.3% of the world’s gross domestic product. Such statistics form the backdrop to …

The Nsf Engineering Research Centers And The University-Industry Research Revolution, Barry Bozeman, Craig Boardman Dec 2003

The Nsf Engineering Research Centers And The University-Industry Research Revolution, Barry Bozeman, Craig Boardman

Craig Boardman

The NSF engineering research centers (ERC) program served notice of a sea change in university research funding and institutional designs, representing a transition from department-based, principle investigator-oriented university science to a new center-based model encouraging universities to work with industry and to work beyond the strictures of academic disciplines. In our view, the past three decades of U.S. science and technology policy have not seen an institutional change of greater importance. This paper begins with a brief history of the ERC program, including discussion of the programs origins, goals and research foci, growth, and influence as a model for other …
