Investing In Peace And Security In Africa: The Case Of Ecowas Emmanuel Kwesi Aning, Emmanuel Aning

This paper argues that, by investing in good governance and democratisation—two factors fundamental to West African security—ECOWAS is also contributing to sub-regional peace and stability. An inclusive approach is needed to forge effective relationships between governance and security in West Africa. ECOWAS has designed a strategic framework that identifies priority areas for conflict management. At issue, though, is its capacity to confront and deal with issues that straddle security, peace, good governance, and democratisation. One of the fundamental contributions of transaction cost theory and institutional economics has been to focus attention on opening the "black box" of contract enforcement, drawing attention to the institutions required to achieve effective and low-cost contract enforcement. The idea that the effectiveness of contract law is critical to the growth of economic activity is widespread in the literature on development and transition economies. Recent studies attempting to document toe relative strength of contract enforcement in different settings (La Porta, et al., 19982; Djankov, et al., 2003), however, have focused on relatively abstract notions of "courts" and "legal systems" and …

Using her platform as owner and editor of Los Angeles's prominent black newspaper the California Eagle from 1912-1951, L.A. race woman Charlotta Bass was at the center of black political life of the city. This article examines her life and political activism as they offer a lens into the history of black community response to the particular demography, geography, politics and economics of Los Angeles and African American's expectations of what life should be like in the city. While black Angelenos confronted pitched job market competition and familiar white resistance to black advancement, blacks in L.A. did experience a form …

Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad

Why are some communities more civically engaged than others? Why do some communities provide services with volunteer labor whereas others rely primarily on government provision? When communities provide both volunteer and paid labor for the same service, how do they motivate and organize those volunteers? This article addresses these questions through quantitative tests of prevailing explanations for levels of civic engagement (e.g., education, TV viewing, urbanization) and qualitative analyses of case studies of three medium-sized cities in Japan, focusing particularly on the service areas of firefighting and elder care. Organizations may view outsourcing as a way to manage risk. We developed a decision-analytic approach to determine which risks the buyer can share or shift to vendors and which ones it should bear. We found that allocating risks incorrectly could increase costs dramatically. Between 1995 and 1998, we used this approach to develop the request for proposals (RFP) for the US Department of Energy’s (DOE’s) privatization initiative for the Hanford tank waste remediation system (TWRS). In the model, we used an assessment protocol to predict how vendors would react to proposed risk allocations in terms of their actions and their …

Using a case study of Sierra Leone, this chapter aims to bring attention to the importance of youth as a constituency with a substantial stake in national and regional stability in Africa. We have attempted this by first giving a background to the conflict, followed by a discussion of the nature of youth recruitment and participation in the conflict, followed by a look at some influential perspectives on the issue of child and youth participation in violence, and the influences they have had on policy making. Universities need to play a central role in infrastructure assurance but have not realized their full potential. While the first role of Universities is education, their role in infrastructure assurance does not stop there. University infrastructure assurance programs should embrace research, policy studies, public awareness, development and promulgation of best practices, and real-time/real-problem assistance to public and private infrastructure stakeholders.

The objectives of Japan’s national energy policy today are defined by the Ministry of Economy, Trade, and Industry (METI) as the ‘‘four Es’’: energy security, environmental protection, economic efficiency, and economic growth. Although each goal is separately crucial to the long-term national good, implementation and compatibility of these four objectives have been in conflict for much of the time since World War II. The second largest economy in the world, Japan in the year 2000 represented 0.28% of the world’s landmass, 2.1% of the world’s population, and 15.3% of the world’s gross domestic product. The NSF engineering research centers (ERC) program served notice of a sea change in university research funding and institutional designs, representing a transition from department-based, principle investigator-oriented university science to a new center-based model encouraging universities to work with industry and to work beyond the strictures of academic disciplines. In our view, the past three decades of U.S. science and technology policy have not seen an institutional change of greater importance.
