Jefferson Village is an incorporated municipality in Northeastern Ohio, with a population in 2000 of about 4000 residents. Originally founded in 1803 and incorporated in 1836, the Village has been the county seat for Ashtabula County since 1807. The Village is centrally located in Ashtabula County, 10 miles south of Lake Erie, and 10 miles west of the Pennsylvania border. Interstate highway 90 runs parallel to the lake shore, about 6 miles north of the village; and State Route 11 is a major north-south connector located about 2 miles east of the village. Prior models of the policy process have examined how human characteristics can affect policy decision-making in such a way that it leads to aggregate effects on policy outcomes as a whole. I develop a model of the policy process which suggests that emotions related to fair and unfair experiences in the same policy domain are utilized by decision-makers as policy criteria. In the lab, I empirically tested this, and find that emotions and experience related to fairness do influence the policy decision to move away from the status quo alternative. Decades of research suggest the media play a secondary role in the development of public policy. This appears to be equally true in media coverage of disasters. While the media may heighten awareness of an issue, individual public opinion leaders, particularly the wealthy and influential, have greater impact on the formation of public policy.

In this chapter I take the killing of Osama bin Laden as a test case for considering the moral and legal status of intentionally killing individuals deemed a threat to national security, under conditions in which the object of the targeted attack is offered little or no opportunity to surrender to attacking forces. The target in such operations, in short, is treated as though he were a belligerent: a person placed on a kill list may be targeted in a way that would be legitimate if he were an enemy combatant. This article analyzes the ethical codes within public budgeting literature to demonstrate the need for a professional ethic that fosters an expanded sense of role responsibility. Drawing on examples of discretion exhibited by state and local budgeting administrators, the article argues that a number of administrative activities fall into a gap of the academic literature. Responsible budgeting decisions must be tied to an understanding of how administrative activities affect the collective welfare. A pedagogy of public budgeting that considers the ways in which institutional forces and the long-term public interest inform administrative action more adequately prepares budgeting administrators to understand …

Nonprofit organizations play a pivotal role in recent efforts to devolve public responsibilities to lower levels of government and other sectors. The capacity of these organizations to serve as the public safety net, however, has come under question. This multiphase research project focused on the impact of welfare reform on community-based nonprofits in Cuyahoga County, Ohio. The study includes surveys, focus groups, and a case study. Results to date strongly suggest that, in spite of their importance to the welfare reform effort, the capacity of smaller nonprofits to adopt the business-oriented approach required to meet the expectations of government contracts …

EMP and solar storm wide geographic coverage and ubiquitous system effects beg the question of “Where to begin?” with protection efforts. Thus, in addressing these “wide area electromagnetic (EM) effects,” we must be clever in deciding where to invest limited resources. Based on simple risk analysis, the electric power and communication infrastructures emerge as the highest priority for EM protection. Programs focused on these highest risk infrastructures will go a long way in lessoning societal impact. Self-Interest, Symbolic Attitudes, And Support For Public Policy: A Multilevel Analysis, Richard Lau, Caroline Heldman

This paper examines the role of self-interest and symbolic attitudes as predictors of support for two domestic policy issues—guaranteed jobs and incomes and national health insurance—in the American National Election Survey (ANES) between 1972 and 2004. As was the case in 1976 when Sears, Lau, Tyler, and Allen (1980) first explored this topic, symbolic attitudes continue to be much more important predictors of policy attitudes than various indicators of self-interest over the 30 years we analyze. We explore this finding further to determine whether any individual/internal and external/contextual variables affect the magnitude of self-interest effects on policy support. Five possible …

Recent U.S. high consequence events have made clear the importance of government collaboration with industry. The benefits of such collaboration were clearly seen as a lesson from Hurricane Katrina. The resources owned and controlled by American industry dwarf those available to local, state and even the federal government departments. Better agreements and incentives to bring the full capabilities of industry squarely into the national response agenda will be indispensable in effectively responding to large-scale catastrophes.
