This dissertation addresses a current gap in collaborative governance literature pertaining to the performance of collaborative regimes. Specifically, it conceptualizes collaborative performance as consisting of outputs and outcomes and offers a novel way to measure them consistently across policy domains. The study tests the contextual, situational, and institutional design factors that lead to enhanced outputs and outcomes of collaborative forums. The dissertation consists of three essays, and the findings of one form the base for the others. FISCAL TRANSPARENCY AND FISCAL OUTCOMES: IS THERE A CONNECTION?

This dissertation answers whether a connection exists between an American State Government’s (ASG’s) level of fiscal transparency and attainment of improved fiscal outcomes. Improved fiscal transparency is normatively positive and expected to be rewarded by bond rating agencies with better ratings resulting in lower borrowing costs. Likewise, improved fiscal transparency is expected to lead to lower levels of debt. Yet, no empirical evidence exists to bolster such assertions.

This dissertation seeks to address the research gap in serial homicide regarding home invasion serial killers (HISKs) and add to existing policy by providing insight and approaches to assist in serial murder investigations of such killers. Data for the study was obtained from the 2019 Radford University/Florida Gulf Coast University Serial Killer Database (RU/FGCU SKD) and additional public information searches. This dissertation is an analysis of the governance structures and functioning of performing arts centers (PACs) in the United States. PACs provide important public services to local communities by exposing the public to arts and culture. There are two research objectives in the analysis. The first objective is to delineate the forms of PAC governance structures. The second objective is to assess how these governance structures affect PACs’ functioning. The dissertation contributes to understanding of management of PACs. Overall, the study identified 187 PACs in the country, with at least one PAC in every state.

The purpose of these three studies is to advance our understanding of the impact of the uninsured on the U.S. healthcare system and specifically the professional components, accounting for 20% of healthcare expenditures in the U.S., roughly $772 billion in 2019. Two of the three studies use linear mixed effects models investigating the consequences of uninsurance on physician providers at the county level. This study seeks to investigate the lived experiences of multi-locational actors and the production of unique forms of socialization and community using the seasonal movements and settlements of the Québécois population (also referred to as “Floribécois”) in Broward County, Florida during the winter months. This study employs interpretative phenomenological analysis (IPA) which is theoretically rooted in hermeneutic phenomenology. This dissertation advances new arguments about regional integration in Africa. It sheds light on the roles of regional economic communities (RECs) for small-economy states in Africa by examining the benefits and drawbacks of participating in such regional groups for both the small states themselves and their ruling regimes. The study suggests that RECs, rather than being agents of economic development, facilitate regime-boosting agendas of neopatrimonial regimes, promote a sense of (false) sovereignty, and entrench the political elite’s capture of the states.

A great deal of scientific literature addresses the adverse biopsychosocial sequelae of survivors of Intimate Partner Violence/Domestic Violence and the resulting financial costs of Intimate Partner Violence/Domestic Violence to society. The economic well-being outcomes of youth who are removed from foster care status due to reaching the age of ineligibility (i.e., age out) is an important issue in public health and social work. This study investigated the interrelation between simultaneously embodying both a sex and race/ethnicity (i.e., intersectional identity), circumstances experienced through age 19 (i.e., foster care experiences), and economic well-being indicators at age 21, using secondary administrative data from a 4-year longitudinal study (N = 4657). Purpose: The purpose of this quantitative study in HPV vaccine naïve, Black college students aged 18-24, enrolled in a minority serving institution (MSI) and/or historically black college/university (HBCU), is to assess perceived: vulnerability, severity, benefits, barriers; and risk behavior factors (trust/mistrust, social influence, and prior sexual behavior) regarding intent to initiate and complete the HPV vaccination series.

Methodology: After IRB approval was obtained, Black college students were recruited from the MSI/HBCU(s). The study was guided by the Health Belief Model. The participants completed paper and pencil surveys.
