Argentina’s new non-binary ID cards (DNI in Spanish) were highly celebrated when they were announced in July 2021 via a presidential decree. Government agencies had until November 18th to update systems and databases to include the new gender marker “X.” But that didn’t happen, so those with the non-binary DNI are unable to access essential services. The Argentine government cited the national 2012 Gender Identity Law, which guarantees a DNI that fully reflects a citizen’s gender identity, as the basis for the measure. In recent years, high schools across the country have seen the concern around transgender students using gendered facilities, such as bathrooms and locker rooms, come to the forefront. Often, dissenters raise worries of privacy and of “catering to a minority,” no matter what decision is reached. At Garden Spot High School in New Holland, Pennsylvania, the site of this research, one such concern has led to a district-wide decision to eliminate gendered facilities and move to single-use facilities, in the name of preserving student privacy. This thesis elaborates on the current practice and monopoly of the National Treatment Center for Transsexualism, which covers gender affirmative treatment through universal health care in Norway. This thesis examines this topic in the context of a broader debate regarding trans* people’s rights in Norway. This debate, which took place in multiple national newspapers, was incited by the decision of the Norwegian government to change the law regarding an individual’s right to change their legal gender in 2016. The federal government lags behind in progressive civil rights policies in regard to universal workplace antidiscrimination laws for lesbian, gay, bisexual, and transgender (LGBT) Americans. The slow progress matters to inclusionary workplace practices and the theory and practice of public administration generally, as recognition of LGBT rights and protection are constitutive of representative bureaucracy and promoting social equity. This study examines the turnover intention rates of self-identified LGBT employees in the U.S. federal government. Using the Office of Personnel Management’s inclusion quotient (IQ), and 2015 Federal Employee Viewpoint Survey (FEVS), we identify links in the relationships between workplace inclusion and …

Sex and gender are increasingly complex topics that prompt new policy and administrative responses within public agencies. As the federal workforce evolves, federal employment policy must accommodate the needs of employees who do not fit traditional sex/gender categories. One emerging area of policy targets transgender employees, particularly policy that guides the employer response throughout the transitioning process. This research seeks to answer the following questions: How can transitioning policy and implementation within federal agencies affect employees? and How should transitioning policy be crafted and implemented?
