The syllabus is designed for an introductory course that focuses on the basics of public policy. The course is composed of three modules. In Module I, The Study of Public Policy, the basics of public policy and the key actors and institutions involved in the policymaking process are introduced and discussed. In Module II, Public Policy Analysis, students are introduced to theories concerning the process through which policy is developed, implemented, and changed, a framework for analyzing and assessing public policy decision-making, and the tools that are used to address policy problems. The UMETRICS database (Universities: Measuring the Effects of Research on Innovation, Competitiveness, and Science) contains rich information on grants from sponsored federal and non-federal research for 32 universities over a 15-year period. It is hosted at IRIS (Institute for Research on Innovation and Science, University of Michigan) and serves as a rich source of university administrative data; however, it does not contain information on research fields. Categorizing grants data by research field can help to measure results of investment in research and science and provide evidence for the data-driven policy-making; yet administrative data often lacks this type of categorization. Sex and gender are increasingly complex topics that prompt new policy and administrative responses within public agencies. As the federal workforce evolves, federal employment policy must accommodate the needs of employees who do not fit traditional sex/gender categories. Teen women's sexual and reproductive lives are shaped by laws and public policies that expand or constrict their educational and health supports. Most adolescents depend substantially on the public sector to help support their healthy sexual development and to protect them from sexual violence, disease, and pregnancy. Thus, it is critical to examine the ways in which public policies concerning young women's sexualities have been forged within religious and "moralizing" discourses.
