This lecture focuses attention on a population that is ill-served by the safety net but rarely acknowledged: low-income, working-age adults without dependents or government-determined disabilities. In this lecture, Brookings Scholar Lauren Bauer, a former Special Assistant in the Office of the Secretary at the US Department of Education, argues that a safety net that is inaccessible to ABAWDs (able-bodied adults without dependents) fails to recognize the precarious state of the low-wage labor market or how safety-net programs allow these workers to remain in the workforce. This report analyzes the Southern Nevada employment ecosystem by utilizing occupational clusters recognized by the U.S. Department of Labor. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. Next, this report utilizes the Las Vegas Global Economic Alliance’s 2022 Workforce Blueprint to identify the top 15 in-demand occupations for Southern Nevada and occupational clusters. Discrimination contributes to gaps in employment between Whites and Blacks and increases racial inequality. Young Blacks, ages 18 to 19, are twice more likely to be unemployed compared to Whites (Bureau of Labor Statistics, 2015). This dissertation is the first study, to my knowledge, to rely on an experimental design to examine whether participation in high school sports affects labor market discrimination. This dissertation uses a correspondence study in which 6,000 fictional resumes are sent to real job openings in Chicago, Dallas, and New York. Call-backs are recorded, and any differences in call-back rates are considered evidence of discrimination. All …

How should plaintiffs show harm from antitrust violations? The inquiry naturally breaks into two issues: first, what is the nature of the harm? and second, what does proof of causation require? The best criterion for assessing harm is likely or reasonably anticipated output effects. Antitrust’s goal should be output as high as is consistent with sustainable competition.

The standard for proof of causation then depends on two things: the identity of the enforcer and the remedy that the plaintiff is seeking. It does not necessarily depend on which antitrust statute the plaintiff is seeking to enforce. For public agencies, enforcement …

In his excellent article, For Whom is the Corporation Managed in 2020?: The Debate Over Corporate Purpose, Professor Edward Rock articulates his understanding of the debate over corporate purpose. This reply supports Professor Rock’s depiction of the current state of corporate law in the United States. It also accepts Professor Rock’s contention that finance and law and economics professors tend to equate the value of corporations to society solely with the value of their equity. Construction worker fatalities and injuries are a growing problem across the U.S. And for a myriad of factors, death rates are higher in the Southern and Western U.S. than in other regions. Over 1,000 construction workers died from injuries received on the job in 2019, according to data from the U.S. Bureau of Labor Statistics, many of whom are Latino workers. Americans eat an average of ninety pounds of chicken in one year, but where does that chicken come from? Immigrants and African Americans are the majority of the labor population in poultry processing plants located in the American South. In an effort to highlight the racism, sexism, insecurity, and environmental degradation in the poultry industry, I analyze a variety of ethnographies, articles, and science journals as well as U.S Supreme Court decisions and policies enacted by the U.S federal government in this thesis. This dissertation studied the conflict associated with National Labor Relations Board (NLRB) elections from the perspective of employers. Using systems and structural violence theories, the influences that foment conflict were identified and solutions were proffered through the lenses of both theories. This mixed methods study contributed to the scholarship of NLRB campaign messaging and tactics by incorporating the heretofore-omitted voice of the employer, through quantitative correlational analyses of a 300 NLRB elections database as well as a survey of over 30 employer representatives. This paper analyzes women in health care unions by specifically examining the Service Employees International Union (SEIU) as a case study. Moreover, this paper asks: what motivates these health care workers; is it primarily patient care, or are there other significant issues? How do workers think about their product of care, and how does this affect unionism? And how is gender connected to these issues? After interviewing six health care workers in SEIU, this paper found that the motivation of health care workers is partially motivated by patient issues, but that this occurs in a negative sense. Vocational Training Programs And Youth Labor Market Outcomes: Evidence From Nepal, S Chakravarty, M Lundberg, Plamen Nikolov, J Zenker

Economics Faculty Scholarship

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …
