Africans experience high incidences of foodborne diseases annually leading to poor public health, yet there is limited information on implementation of food laws in Uganda, Ethiopia, and Kenya from the perspectives of public officials with knowledge of and experience with implementing food laws, policies, and regulations to inform policy on food security and safety and help mitigate foodborne diseases and associated trade concerns between countries. Food has been the driving preoccupation of humans since the dawn of evolution. Exactly when food processing began and when the original hunter-gatherers settled down to develop agriculture-or even the question of which of these occurred first-remain issues of scholarly pursuit and debate. Foodborne diseases are the cause of many illnesses that occur from foods that contain mycotoxins. Mycotoxins are produced from fungi and are environmental and carcinogenic agents that contaminate agricultural foods during preharvest and postharvest conditions. While researchers have conducted many studies on mycotoxin occurrence and production, there is a significant gap in the current literature regarding which environmental factors could put farmers’ ability to remain in compliance with the Food Safety Modernization Act’s Produce Safety Rule at risk. Despite countless advances in food microbiology and public health regulations, foodborne illness continues to be a major strain on public health outcomes and a costly economic burden. In the United States, many agencies are responsible for ensuring the quality of food, both domestically produced and imported. States and localities are delegated the responsibility of identifying and ensuring sound practices in the latter stages of the food production process, namely the retail distribution of food products to consumers.

Introduction In the late 1990s, Hungarian politicians, environmentalists, and agricultural lobbyists weighed the pros and cons of allowing genetically modified (GM) food and seeds to enter the Hungarian market. Starting around 1994, a small group of Hungarian environmentalists began researching GM issues. Initially, they feared that as a post-socialist country seeking foreign investment, Hungary would become prey to multinational corporations seeking an ‘emerging market’ with a lax regulatory environment.
