This study employed a grounded qualitative approach to explore the intricate relationship between moral panic and public administration policy in the subfield of law enforcement administration. Using a nationwide survey derived from the U.S. Major Cities Chief Association census, postsurvey interviews and employing document analysis and crime statistics, the research investigated the impact of moral panic-induced policy decisions on law enforcement agencies from 2018 to 2022. Social media emerged as a significant catalyst, fueling public outrage and facilitating political rent-seeking. The punctuated equilibrium theory highlights abrupt budgetary and policy shifts notably found in a surge of legislative initiatives in 2021. …

Participants in the numeracy movement have long recognized that an understanding of the social construction of quantitative evidence holds a place in the center of critical thinking about quantitative reasoning. Often, social construction manifests itself in choices about what should be counted and how. But an equally important choice is what data should be made available and to whom. As the movement matures, numeracy advocates must take their place alongside librarians in lobbying for broad access to basic data related to public policy.

The thesis aims to examine the effect of monetary policies and fiscal policies on public debt in Egypt during the period from 2006 until 2021. Egypt is witnessing aggravated levels of debt, with limited fiscal and monetary space. Therefore, the objective of the paper is to analyze the effect of discount rates, inflation rates, subsidies, taxes and economic growth on debt-to-GDP in Egypt using a VAR model with an extended test of Impulse Response Function. The Balance of Powers Principle, while well-applied in the spheres of federal and state government, is not much discussed when it comes to local government structures. This paper seeks to compare the strengths of some of the more popular forms of municipal governance (i.e., the council-manager and mayor-council systems) to determine, to what extent, the Balance of Powers principle applies in an American local government context. When an award debtor challenges an award on public policy grounds, usually the principle of finality prevails, and courts will consider the award debtor bound by the decision of the tribunal. However, because public policy has implications beyond the disputing parties themselves, some courts consider themselves justified in reviewing the award. There is therefore a tension between finality versus the court’s duty to stand as the guardian of public policy. This exploratory study elicits NGO perceptions regarding Egypt’s Ministry of Education and Technical Education’s (MOETE) reform efforts, their interest in participating in education reform and policy advocacy, and their existing relationship with the ministry. Drawing on the findings from semi-structured, in-depth interviews with 13 representatives of education NGOs based in Cairo and Giza, this thesis takes a qualitative approach toward answering the following research question: How do NGOs targeting K-12 youth perceive their role in shaping education reform in Egypt? This dissertation comprises three essays that investigate different facets of environmental hazards and their implications for policy and governance. While each essay examines a different topic area, they are all linked by examining how entities respond to incentives at the intersection of environmental risk and public policy. Each chapter informs a distinct literature within environmental policy and utilizes different methodologies to examine largely unexplored research questions.
