Advocating For Data Access, Nathan D. Grawe
Advocating For Data Access, Nathan D. Grawe
Numeracy
Participants in the numeracy movement have long recognized that an understanding of the social construction of quantitative evidence holds a place in the center of critical thinking about quantitative reasoning. Often, social construction manifests itself in choices about what should be counted and how. But an equally important choice is what data should be made available and to whom. As the movement matures, numeracy advocates must take their place alongside librarians in lobbying for broad access to basic data related to public policy.

The results suggest that a positive shock in government expenditures initially decreases public debt but leads to a fluctuating increase in the debt-to-GDP ratio in …
Deciphering Authority: The Balance Of Powers In Local Government, Rayna Martin
Deciphering Authority: The Balance Of Powers In Local Government, Rayna Martin
Honors Projects
The Balance of Powers Principle, while well-applied in the spheres of federal and state government, is not much discussed when it comes to local government structures. This paper seeks to compare the strengths of some of the more popular forms of municipal governance (i.e., the council-manager and mayor-council systems) to determine, to what extent, the Balance of Powers principle applies in an American local government context. The author then subsequently argues that this principle can be utilized to propose a preferred, counterbalanced model of city government, that uses and relies upon the strengths of all three major authority figures in …

Re-Calibration Of Curial Intervention In Public Policy Challenges Against Arbitral Awards, Darius Chan, Elias Ngai Hum Khong
Research Collection Yong Pung How School Of Law
When an award debtor challenges an award on public policy grounds, usually the principle of finality prevails, and courts will consider the award debtor bound by the decision of the tribunal. However, because public policy has implications beyond the disputing parties themselves, some courts consider themselves justified in reviewing the award. There is therefore a tension between finality versus the court’s duty to stand as the guardian of public policy. Whether a review of an award should be allowed under this ground, and if so, the extent of permissible review, differs across various jurisdictions. For instance, common law authorities have …
