Spanning six counties and over six million square kilometers, the Coral Triangle is home to 75% of the world’s coral species, 37% of the world’s coral reef fish, 6 out of 7 of the world’s marine turtle species and an array of pelagic fish and cetaceans. In addition to its outstanding biodiversity, the Coral Triangle provides economic, social, and cultural benefits to over 396 million people and directly supports the livelihoods of over 130 million inhabitants. This paper examines the placement and impact of landfills within Guatemala City, Guatemala. By examining the municipal cite and its accessibility to policy taken on towards proper waste management, the recurring theme of lack of information will be obvious. It specifically looks at the lack of information provided and describes the landfill communities by looking at the minimal scholarship and media attention offered. Why do American states organize as they do for environmental protection? According to Moe (1990), “a positive theory of organizations has two goals: 1) explain where institutions come from and why they take the forms they do, and 2) understand their effects for political and social behavior.” This paper will examine Moe’s question in terms of state environmental agencies: What influences state adoption of a comprehensive environmental structure? To address this question, I develop a theory of state adoption of organizational structure drawing on organizational theories of public organizations.
