The Civil War Centennial celebrations fell short of a great opportunity in which Americans could reflect on the legacy of the Civil War through the racial crisis erupting in their nation. Different groups exploited the Centennial for their own purposes, but only the African Americans and civil rights activists tried to emphasize the importance of emancipation and slavery to the memory of the war. Southerners asserted states’ rights in resistance to what they saw as a black rebellion in their area. Northerners reflected back on the theme of reconciliation, prevalent in the seventy-fifth anniversary of the war. Unfortunately, those who …

Post-Katrina Suppression Of Black Working-Class Political Expression, Taunya L. Banks

New Orleans politicians, with the aid of the federal government, used the destruction and displacement caused by Hurricane Katrina in 2005 to implement policies that discouraged low-income and working class black residents from returning to New Orleans. Impacted communities felt the need to revitalize street parades (second-line parades), a traditional communal neighborhood activity, as an instrument of political protest. In response the City used minor municipal ordinances to more vigorously regulate these parades, doubling the fees imposed for street parades and effectively shutting them down. Internationally, the policy move towards standards-aligned instruction is gaining momentum. In Australia, standards have assumed unprecedented prominence in education policy relating both to classroom practice and to teacher preparation and career progression. The move is also evident in the United States, where the lure of standards to inform improvement is clear: significant investment has been committed to longitudinal research to examine at state and district levels the desirable conditions for implementing standards, their impact on developing college- and career-ready teachers, and in turn, the impact on teacher instruction and student outcomes. A review of the history of housing in Ireland shows that owner occupancy and social housing were policy choices by successive governments. Owner occupancy was heavily supported through a system of grants and tax breaks and social housing was directly provided through local authorities at subsidised rents. In recent years policy has changed and tenure neutrality is now guiding the government’s attitude to housing. This is a significant change which has not been sufficiently discussed and has consequences which are not appreciated. This qualitative study applies a critical and constructivist grounded theory approach (Charmez, 2014) to a narrative inquiry of how White middle-class early childhood educators perceive or make assumptions when identifying school readiness in low-income Black children. The data collection included an online districtwide survey of kindergarten and first-grade teachers (n=24), interviews of five teacher participants, observations of five identified non-school ready low-income Black children and two focus groups (participating and interpretative). The findings revealed an ecology of school readiness, in which teachers felt that the increase in standards impacted their quick identifications of non-school ready children. From 1850-1950, the New York Archdiocese welcomed newly arriving Irish and Italian Catholics and forged a political block that influenced local, state and national politics with political leverage sufficient to influence the city's commercial sectors. This mobilization transformed the once penniless and discriminated-against Irish, and later Italians, by enabling the Archdiocese of New York, through the power of the vote, to promote its religious interests as its adherents rose to positions of political and economic power. The Archdiocese of New York became the owner of vast real estate, a provider of social and educational services, and an arbiter of morality …

The anthropology of public policy critically examines policy and its processes and the myriad ways in which power is exercised. To explore these power dynamics, anthropologists studying policy often study up, or study through a particular policy field. This entails the risky work of studying powerful people, whose ability to retaliate against the researcher and others create methodological and ethical dilemmas and contradictions, as well as potentially harmful consequences. Politicians, bureaucrats, employees of powerful non-profits, and, in the public-private neoliberal reality, even the head decision makers within corporations are all prospective research participants--an intimidating prospect for most anthropologists. The basic insight behind carbon pricing is not new, and is based in mainstream economic theory. If market interactions are leading to the overuse of resources outside of the market, imposing a price on the overused resource will bring it into the market and increase efficiency. Currently, the negative impacts associated with the release of carbon through fossil fuel combustion is not incorporated into the market. By imposing a price on carbon, fossil fuel consumers are incentivized to reduce their fuel usage. This reduction in fuel demand is not necessarily associated with lower economic output. There is a widespread public perception of corruption in Liberia's election process, yet there is little documentation on the characteristics of voters and their perceptions of electoral corruption. The purpose of this correlational study was to explore the relationship between gender, ethnicity, physical location, and perceptions about political activity during the 2005 national election. Roderick Chisolm's conceptualization of the internalist view of justification served as the theoretical construct. Data were acquired from the Afrobarometer survey (n = 1,200), which used a representative cross-sectional sample design, and were subjected to cross-tabulation analysis, a chi-square test, and a correlation analysis. As an arm of a greater study that investigates the impacts of PEI's abortion restriction over the past two decades, "Don't talk about it" explores the situation from the perspective of support people and advocates to abortion access including; their emotional experiences of support and advocacy, the associated risks and repercussions, as well as their understandings of the barriers, facilitators and impacts of compromised access to off-Island services for PEI women and girls. Key findings show an overarching culture of silence and blame surrounding abortion on PEI, reinforced by stigma and repercussions for those speaking out. This silence serves to …
