The international evidence suggests that public private partnership (PPP) procurement methods using value for money evaluation criteria are delivering better infrastructure services at lower cost than traditional procurement methods. Central to the operation of public private partnerships is the systematic evaluation of the procurement options available to government, as well as an output specification to encourage private design, risk transfer, construction and operational innovation, the detailed analysis of projects over their operational life cycle, a rigorous and competitive bid process, and the selection of proposals that deliver value for money. The interdependence between the economy and the environment necessitates integrated policymaking that recognizes the biological limits of our world and the scarcity of these natural resources. At the 1992 Earth Summit, countries agreed to adopt a National Sustainable Development Strategy (NSDS) which should comprise the integration of economic, social, and environmental policies across sectors, territories, and generations; country ownership and commitment; broad participation and effective partnerships; development of the necessary capacity and enabling environment; and focus on outcomes and implementation. The North Atlantic Treaty Organization (NATO), formed in 1949 and described as the most successful alliance in history, is facing change. By 2020, the majority of students in the NATO educational institutions will be Millennium Generation students. To best meet this student group's educational needs, changes to the delivery of educational content may be needed. This study determined how Millennial Generation characteristics may change as Millennials mature, how military service may change Millennials, confirmed the international nature of Millennial characteristics across the 28 nations of NATO and predicted the state of educational technology in 2020.

In this thesis, I studied the socio-economic, cultural, and political impact of International Branch Campuses in developing countries. I focused on the financial implications for the host country and examine whether international education providers are helping to enhance students’ core competency levels. I have investigated the advantages and disadvantages of international education providers in developing countries and what contribution they provide to the development of the host country’s economy.
