Pre-Tipping Point Operations As A Strategy For Maritime Security In The Global War On Terror, John W. Snedeker Jr.
Pre-Tipping Point Operations As A Strategy For Maritime Security In The Global War On Terror, John W. Snedeker Jr.
Graduate Program in International Studies Theses & Dissertations
This thesis proposes US maritime forces adopt a new strategy of pre-tipping point operations that involve proactive measures to enhance maritime security. At its core is the premise that since the attacks of September 11, 2001, the propensity of efforts in GWOT have focused on defeating terrorist organizations and denying sanctuaries on land, leaving the maritime operating environment open to the next wave of terror attacks.1 With the preponderance of commercial goods shipped through the maritime commons, this critical nexus remains valuable and vulnerable. Fragile states and ungoverned regions have become safe havens for a host of criminal elements including …
Fairness Issues In Law And Mental Health: Directions For Future Social Work Research, Jose B. Ashford, Jane Holschuh
Fairness Issues In Law And Mental Health: Directions For Future Social Work Research, Jose B. Ashford, Jane Holschuh
The Journal of Sociology & Social Welfare
Concepts from the procedural justice literature in social psychology are examined that offer useful guidance for social work researchers with interests in investigating informal adjudications, speciality treatment courts, and other areas of the administrative process previously neglected in mental health services research. These theoretical concepts are offered as an alternative to the therapeutic jurisprudence framework being adopted by some social workers in the field of law and mental health. The issues outlined in this paper also draw on the health services and psychotherapy literature to highlight issues involving process and procedure as social justice and their significance for advancing a …

Opposing The Lottery In The U.S.: The Forces Behind Individual Attitudes Towards Legalization In 1975, Andrew J. Economopoulos
Opposing The Lottery In The U.S.: The Forces Behind Individual Attitudes Towards Legalization In 1975, Andrew J. Economopoulos
Business and Economics Faculty Publications
In the 1970s, opposition to the lottery started to fracture in the US. This study examines causes of the fracture and historical factors that contributed to changes in individual attitudes towards legalization. The opponents at the time held to traditional arguments against legalized lotteries—negative economic effects, costs to others and increased crime. Unlike in the past, however, there was weak religious institutional opposition to lotteries. Individuals with a strong commitment to their religious affiliation were more resistant to pro-lottery arguments, but in most cases could be convinced to support the lottery. The pre-World War II generation remained steadfast against the …
Youth, Governance And The City: Towards A Critical Urban Sociology Of Youth Crime And Disorder Prevention, Matt Bowden
Youth, Governance And The City: Towards A Critical Urban Sociology Of Youth Crime And Disorder Prevention, Matt Bowden
Articles
This article considers the historical and spatial context for the emergence of youth crime and disorder prevention initiatives in Ireland. These initiatives have to be understood in the context of their relationship to the broader ‘urban question’ and in particular the relationship of the peripheral housing estate to the rest of society and the economic sphere. More recent changes in the nature of society and the emergence of a ‘liberal creed’ have resulted in greater use of surveillance technologies for offsetting the opportunities for crime to be committed. In this context, youth crime prevention initiatives must be seen as an …
The Geography Of American Poverty: Is There A Need For Place-Based Policies?, Mark D. Partridge, Dan S. Rickman
The Geography Of American Poverty: Is There A Need For Place-Based Policies?, Mark D. Partridge, Dan S. Rickman
Upjohn Press
Partridge and Rickman explore the wide geographic disparities in poverty across the United States. Their focus on the spatial dimensions of U.S. poverty reveals distinct differences across states, metropolitan areas, and counties and leads them to consider why antipoverty policies have succeeded in some places and failed in others.
Economic Well-Being And Intimate Partner Violence: New Findings About The Informal Economy, Loretta Pyles
Economic Well-Being And Intimate Partner Violence: New Findings About The Informal Economy, Loretta Pyles
The Journal of Sociology & Social Welfare
The purpose of this research was to explore the relationship between intimatep artnerv iolence (IPV) and women's participationin the informal economy (both legal and illegal) and their impact on economic well-being. This research was part of a National Institute of Justice (NIJ) study that was concerned with women's survival of childhood and adult abuse. For the 285 women that were in this sample, there were positive, medium correlations between IPV and various types of informal economic activity. Illegal informal economic activity, institutionalized informal economic activity, incarceration and physical abuse negatively impacted women's economic well-being.
Department Of Family Services: Adoption Program Evaluation, Bonnie Abramson, Kristy Amasaki, Michael N. Johnson, James Padgett
Department Of Family Services: Adoption Program Evaluation, Bonnie Abramson, Kristy Amasaki, Michael N. Johnson, James Padgett
UNLV Theses, Dissertations, Professional Papers, and Capstones
Persons contemplating adoption in Clark County face many legal boundaries and lengthy delays. Since adoption is a creature of Clark County, the answers usually can be found in state statutes, agency regulations, and court opinions. Federal statutory and constitutional laws also play a huge part in such areas as adoption subsidies, adoption of children with special needs, and training of all adoption workers.
While the overall adoption program is similar in all states, the fine points frequently differ. This research outlines the legal foundation of adoption, describing the adoption legal process, and the workings of the Department of Family Services …
Social Capital: Lessons From A Service-Learning Program, Maria J. D'Agostino
Social Capital: Lessons From A Service-Learning Program, Maria J. D'Agostino
Publications and Research
In an increasingly complex society, public administrators continue to pursue their ultimate goal of maintaining a democratic society. Confronted with decreasing civic engagement and social capital, universities are being sought as partners in the movement to address our faltering democracy. University based service-learning programs provide an opportunity to address our faltering democracy, while addressing the University mission of service to the community. Empirical research, using CASE, the Rutgers University service-learning program, was conducted to further explore the possibility (D’Agostino 2006).
The Evolution Of Community Policing In Chatham-Kent: Citizen Engagement, Organizational Change, And The Neighbourhood Policing Project, Dennis Poole
MPA Major Research Papers
This paper examines the factors that contribute to the successful implementation of community policing based on a case study of the neighbourhood policing program in Chatham-Kent. The findings reveal that police need to describe their mission in terms of crime prevention, fear reduction, and crime control and neighbourhood police officers can effectively address the local circumstances that lead to crime and disorder depending on the willingness of citizens to help them detect and solve crimes.
Report To The Nebraska Supreme Court On Indigent Defense Systems And Fee Structures, Nebraska Minority Justice Committee
Report To The Nebraska Supreme Court On Indigent Defense Systems And Fee Structures, Nebraska Minority Justice Committee
University of Nebraska Public Policy Center: Publications
On May 18, 2005 the Nebraska Supreme Court adopted the following resolution: “The Minority and Justice Implementation Committee shall study indigency attorney fee structures statewide and report and make recommendations, if any, to the Supreme Court regarding indigency fees throughout the State of Nebraska.”
The Nebraska Supreme Court’s resolution was influenced by a certain county’s attempt to establish a flat fee for court appointed attorneys. The legal profession’s concern with this policy is that such a drastic rate reduction would likely encourage attorneys to spend less time on court appointed cases, and discourage more experienced attorneys from accepting court appointments …
Policy Analysis Of The Victim Offender Restitution Program, Veronica Damon, Marie Bostick, Lamont Mcgary
Policy Analysis Of The Victim Offender Restitution Program, Veronica Damon, Marie Bostick, Lamont Mcgary
UNLV Theses, Dissertations, Professional Papers, and Capstones
Both the criminal justice and the juvenile justice systems have experienced increased strain due to criminal acts committed by juveniles. Many experts suggest that one way to ease the burden of the courts can be found in the theory of restorative justice. Most often the juvenile justice system is most concerned with the risk and needs of youthful offenders without significant consideration for the victims. A key component in the restorative justice theory is victim offender mediation which seeks to reduce the impact of crime on victims and the community. Clark County, Nevada has one such program, the Victim Offender …
The “Csi Effect”: Better Jurors Through Television And Science?, Michael Mann
The “Csi Effect”: Better Jurors Through Television And Science?, Michael Mann
Michael D. Mann
This Comment explores how television shows such as CSI and Law & Order have created heightened juror expectations in courtrooms across America. Surprise acquitals often have prosectors scratching their heads as jurors hold them to this new "Hollywood" standard. The Comment also analyzes the CSI phenomena by reflecting on past legal television shows that have influenced the public's perception of the legal profession and how the "CSI effect" has placed an even greater burden on parties to proffer some kind of forensic evidence at trial.
The Comment was published in volume 24 of the Buffalo Public Interest Law Journal (2006).

"One Person, One Vote, And The Constitutionality Of The Winner-Take-All Allocation Of Electoral Votes", David A. Schultz
"One Person, One Vote, And The Constitutionality Of The Winner-Take-All Allocation Of Electoral Votes", David A. Schultz
David A Schultz
The winner-take-all method of allocating electoral votes in presidential races is the norm among states, yet nowhere in the Constitution is this practice mandated. This article contends that the winner-take-all allocation of electors unconstitutionally magnifies the battleground states' influence on the final Electoral College tally and that these inequities cannot be reconciled with the principle of one-person, one-vote that the US Supreme Court articulated in the landmark Reynolds v. Sims. In 1966 the Supreme Court declined to hear a case contesting the constitutionality of the winner-take-all system based on the one person, one vote, principle. It is time for the …

Personal Responsibility Versus Government Responsibility Welfare Attitudes Post-1996, Emily C. Ing
Personal Responsibility Versus Government Responsibility Welfare Attitudes Post-1996, Emily C. Ing
Sociology & Criminal Justice Theses & Dissertations
The welfare system in the United States underwent a major overhaul in 1996, transforming Aid to Families with Dependent Children (AFDC) to Temporary Assistance to Needy Families (TANF). Since then, there has been little research conducted on attitudes toward welfare. This is still a topic worth investigating, as poverty and homelessness remain a problem in the United States.
This thesis hypothesized that attitudes about welfare would vary according to an individual's commitment to individualism, a hegemonic value in the United States. This thesis also hypothesized that welfare attitudes would vary according to an individual's education, gender, marital status, race, and …

Review Of Fathers Under Fire: The Revolution In Child Support Enforcement, By Irwin Garfinkel, Sara S. Mclanahan, Daniel R. Meyer, And Judith A. Seltzer, Ryan E. Spohn
Criminology and Criminal Justice Faculty Publications
The title of this book adequately reflects its timely focus on nonresidential fathers facing increased child support enforcement, examining how child support contributions (or failure to meet child support obligations) affect the lives of children as well as the fathers themselves. As the authors suggest, nonresident fathers have generally been treated as financial resources, with little attention paid to their rights as parents or their needs as providers for their children. A particular focus of this collection of studies is the role of indigent nonresident fathers and their role as parents and providers. Consequently, the scope of study adopted by …

This paper discusses the modern problem of dealing with money laundering. Illicit occupations inherently create illicit incomes that must be given the appearance of legitimately earned income. The more government criminalizes activities of its citizens, the greater the need for laundering money.

This study explored the relationship between Intimate Partner Violence and HIV Risk-Propensity in African-American women. Current literature on HIV reveals that one of the groups most seriously impacted by the continued scourge of HIV is African-American heterosexual women. An anonymous questionnaire was completed by a community based sample of 200 African American women with a varied history of intimate partner violence to (1) explore whether a relationship exists between Intimate Partner Violence and sexual coercion in African-American women (2) determine whether a relationship exists between sexual coercion and HIV Risk in African-American women (3) determine if the frequency of intimate …

Transferring Juveniles To The Adult Court: A Factorial Survey Of Florida Prosecutors, Robin King
Transferring Juveniles To The Adult Court: A Factorial Survey Of Florida Prosecutors, Robin King
Electronic Theses and Dissertations
Prosecutors have enormous discretion in the criminal justice system. Their decisions can ultimately impact and shape the course of the lives of the offenders whom they prosecute. This is certainly true for juvenile offenders considered for transfer to the adult court. Previous research indicates that serious, violent offenders are the most likely to be transferred to the adult court. However, very little is known on prosecutors' views of the role of the juvenile court, the process of transfer or the facts that influence their decision to transfer a juvenile to the adult court. A statewide survey of 800 Florida prosecutors …
Research Into Integrated Crime Prevention Strategies For Rail Station Environs: Final Report, Trudi Cooper, Terence Love, Erin Donovan
Research Into Integrated Crime Prevention Strategies For Rail Station Environs: Final Report, Trudi Cooper, Terence Love, Erin Donovan
Research outputs pre 2011
The initial impetus for this project arose from concerns about responses to ‘anti-social behaviour’, especially by young people, in and around rail stations. The primary goal of the research was to develop a collaborative approach that provided a more constructive and integrated response that would produce benefit for local communities, for the Public Transport Authority, and for the young people themselves. In practical terms, this involved:
• Development of interagency collaboration processes to support agencies with diverse goals to participate constructively without loss of autonomy;
• Identification at a local level of the common issues of concern, their causes, and …
