The proliferation of weapons of mass destruction (WMD) into the hands of rogue dictators and terrorists has brought a sea change in strategic international relations, and is accelerating the necessity of public international law to protect humanity. Traditional balances of power have little force left to deter WMD. Major powers must seriously revamp and proactively exploit public international law, and, to that end, bolster multilateral institutions to marshal an action plan to leash this unacceptable risk. Community-Owned Forests: Possibilities, Experiences, and Lessons Learned (June 16-19)
Community-owned forests may be the answer for some U.S. communities now confronting unanticipated and unwanted large scale land use changes – changes that could irrevocably change their local landscapes and quality of life. Across the country, millions of acres of private forest lands are being put up for sale as the forest products companies who own them find other, cheaper sources of supply. If, as is likely, purchasers divide and convert the forests to residential or other development uses, nearby communities face losing the critical economic, environmental, recreational, social, cultural, and aesthetic values and benefits those forests have traditionally provided. …

This study focuses on the effect of leadership in the federal government. Using a slightly revised version of Bass's Full Range Leadership Model, the study examines the influence of transformational leadership, transactional leadership, and combination of the two on the perception of leadership effectiveness and follower satisfaction in the federal government. To establish if this revised model is consistent with federal employees' perception of effective leadership, if leadership in the federal government increases follower satisfaction, and if both the transactional and transformational leadership are important to followers' perception of leadership and their satisfaction, data from the 2002 Federal Human Capital …
