The Employed Homeless: A Crisis In Public Policy, Frederick A. Diblasio, John R. Belcher, Kathleen A. Connors
The Journal of Sociology & Social Welfare
Departing from the conventional wisdom of who constitutes the homeless, the "employed homeless" emerge as a subgroup of the homeless population in a state-wide Maryland Study (n= 178) at 25 shelter facilities. Twenty-four percent. of the homeless were found to work fulltime and eleven percent part-time. Gender disability, health, previous mental health hospitalization, military experience and education were significantly associated with employment status in the bivariate analysis. From these exploratory findings a theory of economic dislocation is hypothesized.

A Model Of Organizational Learning And Its Application To The Realities Of Public Sector Organizations, Curry Clifford

This paper examines how organizational learning can be implemented in public sector organizations based on a comprehensive literature review. The findings reveal that because organizational learning has largely been used in the private sector and the two sectors are fundamentally different, the challenge is determining how it can be successfully implemented in the public sector.

Public Law 131-336, Americans With Disabilities Act (ADA), is comprehensive legislation created with the intention of integrating the disable into the work place and every segment of society. Forty-three million Americans are disabled. Of these, twenty-three million seek employment, but because of discrimination are unable to find work. The law provides requirements for access to public accommodations. All disabled Americans deserve the opportunity to enjoy the same public services as the non-disabled.
Businesses are now required to provide reasonable accommodations to a disabled employee if these accommodations will allow the employee to perform the essential functions of the job. Businesses …

Many articles and books have been written to extol the advantages and virtues of flags of convenience (FOC) shipping, argue its necessi ty, and defend the practice. However, from the earliest days there has been opposition to FOC shipping, and lately the disenchantment over this questionable form of open registry has led to the potentially rapid growth of what can be termed as quasi-FOC arrangements. This article will first briefly trace the trend from FOCs to quasi-FOCs, outline the legal framework for regulating international shipping, then discuss the problems, opposition, and legal challenges to open registries. The author discusses U.S. dependence on overseas sources of strategic minerals essential to sustain its economy and defense sector. U.S. vulnerability to a loss of access to important mineral supplies is more pronounced now than at any time since World War II. The uneven distribution of strategic mineral reserves and their concentration in a handful of politically unstable countries make it essential that U.S. policymakers ensure mineral availability in the new world order. Victim No.1 was sitting with his legs splayed leaning forward, holding the mine with his left hand when the booster charge detonated. He lost a finger, the top of two others and part of the thumb on his left hand, and was also injured above the eye. Victim No.2 suffered superficial injuries "to his hand and head" [from which it seems likely that both deminers had a hand on or near the device when it detonated].

The decline in property value can be due to owner's act or exogenous act from the operation of landfills. Landfill neighbors, especially home owners, perceive landfill operation to pose environmental safety problem such as ground water contamination and methane gas leakage that could affect home value.
Owners of landfills, especially those landfills that accept only dry waste (limited purpose landfill), claim that since their facilities meet the requirements of environmental regulations and the type of waste they accept could not possibly produce methane gas and leachate there is no property value impact of their facilities.

The purpose of this case management project is to examine the reorganization of a large metropolitan family support office of the Louisiana Department of Human Services. The case study focuses on the creation of a new district office in the New Orleans area, in response t this reorganization initiative. This case study serves as the basis for discussion of the constraints and opportunities forced by a state agency regarding the internal and external pressures to provide more efficient and effective service delivery.

Indirect Transfers In Trade Among Former Soviet Union Republics: Sources, Patterns, And Policy Responses In The Post-Soviet Period, Lucjan T. Orlowski

Reports on indirect transfers in trade among the former Soviet Union Republics. The Former Soviet Union (FSU) was composed of 15 republics which were very unevenly endowed with human, physical and natural resources. To contain regional imbalances within the Union and to integrate all republics into a tight and centrally commanded division of labour, the central government operated a scheme of vertical fiscal redistribution between the Union budget and the republican budgets. Through this system poorer republics became net receivers of direct transfers and richer republics became net donors. This scheme, which collapsed with the dissolution of the Union in …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.
