Charter schools are a growing force in American education. Parents are demanding a choice in their child's public education. Are charter schools better than traditional public schools? Have charter schools kept their promise?

In the study regular public schools and charter schools were compared along five dimensions: (a) opportunity for learning and access to quality education, (b) innovative teaching methods and participative management, (c) teacher job satisfaction, (d) parent involvement, and (e) school accountability. Existing data from the 1999/2000 Schools and Staffing Survey (SASS) were analyzed with primarily chi-square tests and one t-test. These analyses provided results in relation to …

Despite the enormous role that Chief Business Officers (CBOs) play in administering the business and financial affairs of American public universities, little research has been conducted on their leadership preparedness. The primary objectives of this study were to assess the self-perceived preparedness of U.S. public university CBOs at the time they assumed their first position in the role, and to determine if specific factors could be associated with their overall preparedness.

The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. The research attempts to explore the historical base from which ‘Healthy Ageing’ has been conceptualized in both Western and Chinese societies. This study also tries to provide an overview of literature that relevant to the ‘Healthy Ageing’ concept, and to provide an initial theoretical framework of ‘Healthy Ageing’ in a Hong Kong Chinese context.

Devolution Or Downloading: The Financial And Service Effects Of Local Services Realignment On Ontario Ambulance Services, John Prno

This paper examines the devolution of ambulance services in Ontario from provincial to municipal control to determine whether it has resulted in a more efficient, accountable, less costly, and simplified process. Data from a sample of municipalities in the province is analyzed in an attempt to determine differences in cost and service levels between municipalities that choose to contract ambulance services and those that decide to deliver ambulance services themselves. The findings reveal that although ambulance services in Ontario have been historically under-resourced and have experienced increased service levels, the cost of providing the service has almost doubled since devolution …

This paper examines whether a performance management system would help the amalgamated City of Ottawa achieve the advantages sought by amalgamation by using a Balanced Scorecard (BSC) to assess the potential benefits for the municipality. In the following research study, a self-administered questionnaire was utilized to assess opinions regarding embryonic stem cell research based on three objectives: willingness to accept stem cells, educational background, and religion. A total of 1 13 fixed-alternative questionnaires were distributed to a diverse group of respondents. Nonprobability sampling using the accidental approach was performed. Support of stem cell research was dependent on Question 9, which asked what people thought about the cloning of human embryonic stem cells. The data revealed that most respondents from all groups surveyed opposed stem cell research. Neither education nor religion was a major determinant in …

Western welfare states have not all followed the same path in their social policy development. Still, certain similarities have been identified in the types and combinations of social insurance supported by specific groupings of these states. Titmuss (1974) described "three contrasting models or functions of social policy." Heclo (1985) argued "three broad groups of nations can be distinguished” with different models of social welfare policy. Esping-Andersen (1990) identified "three worlds of welfare capitalism," each with a unique social policy agenda and distinctive social insurance system. In this dissertation I examine how the organizational framework for civic life in Portland, Oregon, changed between 1960 and 1999 and identify several key aspects of the transformation.

The most basic change has been in the type of organizations involved in civic issues. In 1960 civic life in Portland was dominated by traditional civic organizations: fraternal and benevolent organizations, women's clubs, voluntary and charitable organizations, ethnic cultural groups, and direct social service organizations. By 1999 traditional civic organizations were displaced by advocacy oriented organizations: identity interest groups, neighborhood associations, citizen interest organizations, and social service organizations that advocated for causes. …

This paper presents the results of a preliminary study to evaluate attitudes towards telecommuting among finance employees who are employed by special district governments in the United States. Original data was collected by using a self-administered mail survey sent to 400 special district government finance employees who are members of the Government Finance Officers Association (GFOA) of the United States and Canada. The objective of this case study is to determine the cost difference between using a conventional type of inventory system in the operating room versus using a pack system in the operating room. In this study three different ways of delivering disposables for a laminectomy procedure were considered: 1) multiple distributors of disposables, 2) single distributor of disposables, and 3) the pack system (CDS by Medline). The first comparison was of multiple distributors vs. a single distributor with a cost difference of $90.08 per procedure and $18,916.80 annually, multiple distributor costing less. Drawing on the literatures on democratization, security studies, and small states this dissertation explores the relationship of small states' domestic and international institutionalization and their security. Small states have limited power not only to affect their environment but also to guarantee national security. Small states, it is hypothesized, enhance their security through the consolidation of domestic institutions and the accumulation of capacities provided by their participation in capacity-reach international institutions.

Recent changes in administration of the Medicaid program make it imperative that local agencies improve their ability to forecast demand for Medicaid services. In October of 1998 the State of Michigan redesigned the Medicaid specialty care in Michigan from a fee-for-service system to a capitated system. In a capitated healthcare system, financial risk is a result of unanticipated changes in the population size and mix. Traffic calming is the attempt to achieve calm, safe, environmentally improved conditions on streets, and the lowering of speeds. Throughout the 1990s the United Nations Human Development Index, an annual report that measures human development, depicted Sierra Leone as one of, if not the poorest nation on the planet. In 2001, the same report depicted 162 countries in terms of human development and Sierra Leone ranked 162. The Clark County Fire Department has no formal career development path for fire prevention (civilian) personnel as it does for suppression (sworn) personnel. The purpose of this paper is to compare the career paths developed for suppression personnel and prevention personnel in five fire departments throughout the State of Nevada. Each department was chosen because they have over 100 total employees.
