Purpose – Given widespread acceptance of the importance of addressing social inequalities in Latin America and the critical role that public policy and public administration can have on advancing these goals, this paper examines the extent to which accreditation of public affairs education programs can be a tool to advance those goals. Design/methodology/approach – International and national accreditation standards are compared using content analysis for their reference to social equity and diversity in their standards regarding faculty, students, curriculum content, and learning outcomes. In 2007, the U.S. Supreme Court, in Parents Involved in Community Schools v. Seattle School District No. 1 (PICS), invalidated the student assignment policies of Seattle, Washington and Jefferson County, Kentucky. The Court ruled that the government has a compelling interest to promote diversity, while simultaneously arguing that racial balance and diversity should be considered different and separate goals. Thus, the PICS decision sent mixed messages to school districts across the country. To help school districts navigate the legally uncertain environment, the federal government created a small, one-time competitive grant called the Technical Assistance for Student Assignment Plan (TASAP) grant. …

The study analyzed the pretest-posttest results of high stakes test scores, absence frequencies, and high school eligibility cut scores of students who completed fourth-grade through eighth-grades in two academically equivalent but socioeconomically diverse same city Catholic schools. Study outcomes were compared for a naturally formed group of students (n = 28) who had completed fourth-grade through eighth-grades in an urban Catholic school representing fewer family socioeconomic advantages and 40% eligibility for free and reduced price lunch program participation and tuition assistance and a randomly selected group of students (n = 28) completing fourth-grade through eighth-grades in a suburban Catholic school …

The Changing Politics Of Diversity: Lessons From A Federal Technical Assistance Grant, Erica Frankenberg, Kathryn A. Mcdermott, Elizabeth Debray, Ann Blankenship

This paper begins with background information on the federal grant program, and on the scholarship that has informed our research. We then provide brief sketches of the eleven grantee districts and how they have used their federal funds. Our analysis focuses on how the school districts defined diversity, and how local politics were shaped by national factors like the economic recession. These policies fundamentally affect the distribution of educational and social opportunity within communities, and, in fact, may be even more subject to local variation and political dynamics than were earlier federal diversity efforts. In 2009, the U.S. Department of Education made grants to eleven school districts under the Technical Assistance for Student Assignment Plans (TASAP) program. The impetus for the program came mainly from the Council of Great City Schools, which was concerned that school districts would respond to the U.S. Supreme Court’s Parents Involved in Community Schools decision by dismantling policies intended to maintain diverse school enrollments. In this paper, we use data from interviews with federal and local participants to identify the theory of change behind TASAP and to determine the local effects of TASAP. The paper addresses an important aspect of the current migration and development debate - the role of diasporas and transnational communities as contributors to the development of their origin countries. He shows that diaspora definitions, estimates of diaspora numbers and conceptualising their contributions are very much inter-related.
In the first section, the author reviews different definitions of diasporas and transnational communities. Recreation professionals continually strive to serve a host of diverse program constituents, while leisure researchers attempt to uncover barriers to leisure participation. Much of the barriers or constraints research has come from the perspective of program participants. This study identified, from the perspectives and experiences of 18 recreation professionals, the issues and barriers that they perceive inhibit recreation program access and availability to diverse constituents, particularly ethnic minority populations. Co-cultural theory, which integrates the concepts of muted group theory and standpoint theory, was utilized as the study’s theoretical framework. In-depth interviews were utilized.
