In the United States, and around the world, social capital is becoming an intriguing new focus for slowing the declining sense of community and community trust. This strengthening focus on social capital in empirical study has great potential for an important role in U.S. public policy, as policy changes focused on increasing social capital may decrease turnover.
Yet, according to researchers, not enough sufficiently tested empirical measures of social capital exist. The growth in the acquisition cycle time of large defense systems from what was planned (i.e., schedule growth) creates several issues for defense acquisition managers and policy makers. These issues include increased likelihoods of cancellations, changes in requirements, and delays in the fielding of improved combat capabilities and replacements for legacy systems, which have resulted in further cost and schedule growth. This thesis presents a case study of federal logistics support during Hurricane Katrina disaster relief operations. Data from federal contracts covering the first 10 weeks of Katrina are used to measure federal logistics activity. The study investigates whether chaos theory, part of complexity science, can extract information from Katrina contracting data to help managers make better logistics decisions during disaster relief operations. The study uses three analytical techniques: embedding, fitting the data to a logistic equation, and plotting the limit-cycle. This thesis examines the importance of a critical infrastructure rebuild strategy following a terrorist attack or natural disaster such as Hurricane Katrina. Critical infrastructures are very complex and dependent systems in which their re-establishment is an essential part of the rebuilding process. A rebuild simulation model consisting of three layers (physical, information, and spatial) captures the dependency between the six critical infrastructures modeled. We employ a simulation optimization approach to evaluate rebuild prioritization combinations with a goal of minimizing the time needed to achieve an acceptable rebuild level. This research uses an advanced statistical technique to expand upon the current understanding of war termination. Specifically, this thesis addressed questions concerning the most relevant factors toward predicting both the outcomes of interstate wars and the winners of intrastate and extra-systemic wars, within the limitations of the available data. Open-source war data from the Correlates of War Project was analyzed using both binary and multinomial logistic regression techniques. These reforms consisted of transferring private sector techniques to a public sector perceived to be more bureaucratic and less efficient. Private sector research is replete with evidence of a connection between "superior" human resource management (HRM) practices and the performance outcome of profitability. Public sector outcomes are more difficult to connect directly to management practices. The disenfranchisement of felons follows a long American tradition of selectively granting the most coveted democratic tradition - voting. As a collateral "civil" consequence to criminal conviction that is legally deemed as non-penal, felon voting prohibitions have been used as an exclusionary tool for certain otherwise eligible voting populations. The objectives of this study were to measure and describe the overall satisfaction of Hispanics/Latinos with services they receive from Chesterfield County's Health Department and compare it to that of African Americans and Caucasians. Also, the objectives were to analyze reasons for different levels of satisfaction, assess the nature and degree of satisfaction with particular services, and suggest implications of the Hispanic/Latino opinions for public policy. While the empirical literature revealed that Hispanics/Latinos experience lower levels of satisfaction with health care services, this study did not provide evidence to support this theory.This is a multi-method non-experimental research design combining a …
