Economic studies with an evolutionary perspective have put the process of change at the centre of the analysis - replacing equilibrium views of economic activity – and have generally focused on the two mechanisms of variety generation – provided by innovation - and selection – provided by market processes, leading to a prevalence of microeconomic investigations. The impact of global activism against trade liberalisation is examined in this article through an analysis of the initiatives of cross border civil society networks and with a particular attention to the failed 2003 WTO Ministerial Conference in Cancun. Key aspects considered here include the internal dynamics of mobilisation – which was characterised by a strong framing and widespread protest - and the political opportunities in WTO negotiations, which were marked by divisions within the North and resistance by a large group of Southern governments. After Europe’s long stagnation, a debate is emerging on how industrial capacity could be reconstructed. The article reviews current EU policies and provides the rationale for a new industrial policy at the European level. Such public action could help address current macroeconomic, industrial, innovation, cohesion and environmental problems and would be crucial for the recovery of countries of the “periphery” that have been hit hardest by the crisis. A range of proposals for organising, implementing and funding a new industrial policy – focusing on selected economic activities - are presented, combining action at the European, national and local levels.

L’articolo discute le attuali politiche dell’Unione e propone le linee guida di un nuovo piano industriale a livello europeo. Una nuova politica industriale potrebbe affrontare gli squilibri macroeconomici, industriali, ambientali e favorire la ripresa dei paesi della “periferia” d’Europa, i più colpiti dalla crisi.

The evolution of the research and innovation (R&I) system in Italy has been heavily affected by the economic crisis, the reduction in public expenditure associated to austerity programmes, and the fall of private R&D and investment efforts. Italy’s GDP has fallen in 2012 (-2.5%) and in 2013 (-1.8%); Eurostat forecasts a slight growth of GDP in 2014, but at a lower rate than the EU28 average. The share of R&D in GDP in 2012 is 1.27%, as opposed to a EU28 average of 2.06. Italy’s level continues to be far from the 1.53% share of GDP stated as the target …
