The fight against terrorism and organized crime require strong collaboration between public security organizations. Public security networks include several agencies that are not bound to each other with strong hierarchical ties. Because of a lack of the strong hierarchical structure, managing public networks is not similar to managing a single government agency. With approximately 90% of the world's goods shipped via cargo containers, it is vital for the security of these containers to be complete and effective. However, given the volume of containers transiting U.S. seaports, the task of providing complete security is complicated and, arguably, impossible. Nevertheless, the data analyzed throughout this study indicates that the current container security paradigm can be enhanced to accommodate the significant workload. The research conducted throughout this study provided perceptions that were indicative of a security environment that can be and must be improved. It is in the interest of this thesis to investigate why governments negotiate with separatist terrorists, and why those negotiations succeed or fail. The four cases analyzed in this thesis include: Sri Lanka and the Liberation Tigers of Tamil Eelam, (1983-2009); Russia and the Chechen Republic, (1994-2009); Israel and the Palestine Liberation Organization, (1993-1994); and Great Britain and the Irish Republican Army, (1985-2009).
