Jails across the United States were struck with increased infections and deaths during the COVID-19 pandemic. Studies have shown the structural make up of jails, lack of preparedness plans, and overcrowding contributed to health risks and poor health outcomes both inside jails and local communities. Yet little research has been dedicated to strengthening jail responses to infectious disease outbreaks spanning prevention measures, data collection, and reentry planning. Rapid recent growth in the popularity of electric bicycles (e-bikes) has captured the attention of transportation researchers and policymakers seeking safe, sustainable, and active alternatives to conventional transportation modes. This thesis presents an investigation of e-bike owners in North America, complementing previous efforts in 2013 and 2017, and suggests implications for North American transportation planning.

This study explores the complicated relationship between security considerations and the European integration process. The research uncovers specific security factors that have shaped the EU integration process. Applying policy alignment and collective efforts for governance, this study offers a methodological improvement to the conventional status quo satisfaction concept within power transition theory.

Here we develop a new high resolution inventory of CO₂ emissions for the three Oregon counties which comprise the bulk of the City of Portland, Oregon, USA. Locally curated and long-running data collection efforts for on-road traffic activity and emission rates are used to model on-road emissions, and a new survey of the area's natural gas network informs the building energy model. The inventory estimates total emissions of CO₂ for each hour of the year 2018 in the on-road, residential, and commercial building sectors at 1 km² resolution. Doulas are trained, nonmedical support professionals that provide continuous emotional, informational, physical, and practical support before, during, and after childbirth. Doula care has been shown to reduce the cost of birth-related healthcare, reduce adverse birth outcomes, and increase patient satisfaction and positive birth experience. Concurrent with this increase in flood losses has been an increase in flood insurance claims paid out by the National Flood Insurance Program (NFIP). The existing literature shows that participation in the NFIP's Community Rating System (CRS) program successfully lowered flood losses and NFIP insurance claims in the participating communities. Approximately 200,000 service members exit the military each year; as of 2016, there were 19 million veterans in the U.S. As service members transition out of the military and acclimate to civilian life, they face a multitude of stressors. For example, estimates vary from 44 to 72% of veterans reportedly experience increased stress during their transition which often entails securing civilian employment, navigating interpersonal difficulties, and adapting to the challenges of civilian life. This dissertation examines select key factors that influence voter choices in state trial court judicial elections in three large, cosmopolitan counties in California and Texas. These include ballot designations (i.e., professional titles of candidates), “evaluations” of candidates by local bar associations, newspaper endorsements, political party affiliation, and gender. Focus here is on ballot designations and local bar association evaluations; the subjective opinions issued by local bar associations as official-sounding, objective and qualitative evaluations. This thesis presents two individual research papers that examine the relationship between greenspaces and crime in Portland, Oregon. The two papers use an adapted street network buffer to better measure crime concentration around discrete locations. This methodological development allows for an improved measure of crime concentration around discrete locations.

The first contribution, explores the relationship between different greenspace types and crime, breaking down different crime types into discrete categories. The results of this study suggest that overall, Portland greenspaces do not experience a concentration of crime, however, different patterns emerge as greenspace and crime types are disaggregated.
