Science, and especially the social sciences, has developed as distinct territories, each with its own vocabulary and language-game (Wittgenstein, 1945/1958). Yet understanding and explaining science as a complex and pluri-disciplinary system has important practitioner-oriented as well as research-oriented and other benefits, benefits that can be enhanced through the use of cloud-based technologies. Understanding and explaining public policy in particular as complex can inform and transform the way problems are approached. Advances in medical technology have altered the need for certain types of surgery to be performed in traditional inpatient hospital settings. Less invasive surgical procedures allow a growing number of medical treatments to take place on an outpatient basis. Hospitals face growing competition from ambulatory surgery centers (ASCs). The competitive threats posed by ASCs are important, given that inpatient surgery has been the cornerstone of hospital services for over a century. Additional research is needed to understand how surgical volume shifts between and within acute care general hospitals (ACGHs) and ASCs. The purpose of the study was to explore the definitions, benefits, and challenges of collaborations as used by nongovernmental organizations in their pursuit of public policy advocacy, and more specifically the role of NGOs as advocates in the public policy process. A qualitative design using a case study approach was used to examine the collaborative strategies and techniques used by the 12 statewide education NGO members of the Virginia Education Coalition in pursuit of their advocacy goals in public policy.
