Education is an important protective factor in preventing involvement in crime. For those young people that enter the youth justice system, and especially youth justice centres, education is a critical, but infrequently explored part of their time in custody following generally disrupted schooling experiences. There are currently six youth justice centres in New South Wales, Australia. Each of these centres have an Education and Training Unit which are schools funded by and staffed with Department of Education personnel. The purpose of the study was to explore the definitions, benefits, and challenges of collaborations as used by nongovernmental organizations in their pursuit of public policy advocacy, and more specifically the role of NGOs as advocates in the public policy process. A qualitative design using a case study approach was used to examine the collaborative strategies and techniques used by the 12 statewide education NGO members of the Virginia Education Coalition in pursuit of their advocacy goals in public policy. The charter school movement is considered one of the fastest growing education reform efforts in the United States today, serving over 1 million children nationwide. The demand to improve the quality of education in the United States has been paramount over the last twenty years.In December 2001, Congress approved a reauthorization of the Elementary and Secondary Education Act (ESEA) and renamed it the No Child Left Behind Act of 2001 (NCLB), P.L. 107-ll0, H.R. 1.
