Findings from this mixed methods study include:

  • Parents of young children with special needs face significant challenges finding and keeping child care arrangements for their child.
  • Parents report significant problems with the child care arrangements they have used for their child with special needs.
  • There are significant programmatic and financial barriers to supporting parents of children with special needs so they can work, and balance work and family.
  • The combination of all of these problems and the particular demands of caring for a child with special needs often result in employment problems and job instability.

Mansfield Ct: Planning A New Village Center, Maggie Jones, Richard Barringer

Planning

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

A logic modeling toolkit developed by the Flex Monitoring Team is available for use by state Medicare Rural Hospital Flexibility Programs (Flex Programs) in planning for and managing their Flex programs. The use of the Program Logic Model (PLM) Toolkit will provide states with a tool to assist in:

Planning, managing, reporting on, and assessing their Flex Program goals, activities, and accomplishments;

  • Developing buy-in among key Flex Program stakeholders;
  • Clarifying the underlying program assumptions;
  • Identifying and defining measurable outcomes;
  • Linking state-level Flex Program strategies and activities to specific and measurable outcomes; and

This paper reports on data integration from a program manager’s perspective. The paper is not meant to be an exhaustive research document, nor does it single out any one correct approach. The paper is meant to facilitate communication between program units and analytic staff and serve as one reference for states as they continue to improve upon data collection techniques and use this information for ongoing quality management and improvement.

Final Evaluation Report: Domestic Violence Case Coordination Project, Karen Monahan, Diane Gout, Anita St. Onge

The project sought to address two primary problems: the lack of information available to judges issuing orders in cases involving domestic violence regarding other actions and orders that could affect victim safety (e.g., defendant’s criminal history or related criminal, civil, or other PFA actions); and the lack of judicial follow-up to assure that offenders were complying with the requirements of court orders (e.g., probation conditions requiring the offender to obtain mental health or substance abuse treatment, participate in a certified batterer’s intervention program, or obtain other social services.)
