Selected Characteristics For Nebraska Legislative Districts From The 2006‐2010 American Community Survey, Center For Public Affairs Research (Cpar)

On December 8, 2011, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2006 through 2010, making available social, economic, housing and demographic statistics for every community in Nebraska and the nation. Also available are estimates for Nebraska’s Legislative Districts.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2006 through 2010. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as legislative districts. The …

The Nebraska Legislature's Planning Committee was created in 2009 with the passage of LB 653, in order to help establish a process of long-term state planning with the Nebraska Legislature. The committee was created to assist state government in identifying emerging trends, assets, and challenges of the state and the long-term implications of the decisions made by the Nebraska Legislature.

To meet the increasing scholarly interest in China, this symposium provides a forum for scholars in public budgeting and finance to exchange research on China-related issues. This paper examines trends in local government revenues and current challenges that local governments face in raising revenue. We also look into the future in an effort to make recommendations to local governments regarding their revenue structure. Important trends that we document include a long-term decline in the property tax and an increase in both state aid and user charges. Recent economic changes present serious challenges for local governments due to volatility of sales taxes, decreases in property values, and threats to state aid. The percentage of the population that is minority (non-White or Hispanic/Latino) increased between 2000 and 2010 in each 5-year age category (under 5 years through age 85 or older). The minority population comprises more than 30 percent of those under age 5 in 2010, roughly triple the percentage in 1990. See pages 3-4. Four Nebraska counties are “majorityminority” for those under age 5, and eight counties have 40 percent or more of their youngest children being minority.

Information from the 2000 Census released on March 15th by the US Census Bureau put Nebraska’s population at 1,711,263 persons. This was an 8.4 percent increase since the 1990 Census count.

The state’s population grew in two ways: births exceeded deaths, and more people moved into the state than moved out. The difference between births and deaths is referred to as natural change. If births exceed deaths, there is a natural increase in population; but if deaths exceed births, there is natural decrease in population. In 2007 the Center for Public Affairs Research (CPAR) released an analysis of 2006 American Community Survey (ACS) income data from the U. S. Census Bureau. These data were adjusted for the costs of goods as services (COGS) using indices released by the Council for Community and Economic Research. At that time the Omaha metro area ranked 2^nd best among the 100 most populous metros for which data were available regarding this “purchasing power”. The Omaha metro’s median income in 2006 dollars was $51,627, but when accounting for Omaha’s relatively low cost of goods and services, this income had …

The Hispanic/Latino population has risen dramatically in Nebraska. After totaling about 28,000 Nebraska residents in 1980, the Hispanic/Latino population increased by about 9,000 or 32 percent to about 37,000 in 1990. Then the Hispanic/Latino population more than doubled in the 1990s, to more than 94,000 persons, an increase of more than 57,000 or about 155 percent. The 2010 census showed continued growth and more than 167,000 Hispanic/Latino Nebraska residents, an increase of nearly 73,000 or 77 percent since 2000.

The Rehabilitation Engineering Research Centre for Wireless Technologies (Wireless RERC) Wireless Emergency Communications (WEC) project team developed prototype software for wireless devices based on regulatory requirements and conducted a series of field tests to explore the effectiveness of receiving mobile emergency alerts. Incorporated into the process were surveys that assessed how people with disabilities and emergency management used various forms of media to send and receive emergency communications. Presented are the WEC R&D findings to enhance accessibility of the Emergency Alert System (EAS), Commercial Mobile Alert System (CMAS); and explore access to popular mainstream communication modes (mobile social media).
