During the early morning hours of 6 July 2002, a mesoscale convective system (MCS) traversed southwestern Nebraska and produced more than 40 cm of precipitation, resulting in a flash flood that closed Interstate 80 and caused one fatality near Ogallala, Nebraska. Regional climatology yields that this flash flood ranked first in precipitation amount for a 24 hour period over the past one hundred years. Synoptic and mesoscale features similar to other flash flooding events and conducive to extremely heavy precipitation were in place over the Central Plains, including a weak upper level ridge, high precipitable water values (180% of normal), …

In the summer of 2005, the W.K. Kellogg Foundation awarded a $200,000 grant to the United Way of America to demonstrate the ability of three Mississippi Delta states to develop 2-1-1 services and enable community resource data sharing. The three states, Louisiana, Arkansas, and Mississippi, face significant social and economic challenges, particularly in the Mississippi Delta region. The focus of the Kellogg Foundation funding was development of resource databases and 2-1-1 in Arkansas and Mississippi, with particular focus on the Mid South Delta area. The 2-1-1 for northeast Louisiana, located in Louisiana’s Delta area, also received funding to enhance their …

How can disaster behavioral health responders at the State and local levels use the techniques and tools of the Incident Command System (ICS) to target their response to and preparedness for disaster to work within the overall disaster response structure?
Denise Bulling: Disaster behavioral health is more than a set of clinical interventions or the delivery of psychological first aid. The behavioral health response has to be organized and deployed in a way that fits with the greater response to disaster or our ability to reach those who could benefit from education or intervention will be limited. ICS principles provide …

Relationships of gender, age, and education to leadership styles and leaders' influence tactics were examined with 56 leaders and 234 followers from a variety of organizations. Leadership behaviors were measured with the Multi-factor Leadership Questionnaire (MLQ—rater version). Influence tactics were measured with Yukl’s Influence Behavior Questionnaire (IBQ). Multivariate Analysis of Variance (MANOVA) was used to test behavioral differences attributed to leaders' gender, age, and education groups, as well as the interaction of age and education with gender. Results show that gender produced a small direct effect on leadership behaviors. The interaction of gender and education produced consistent differences in leadership …

Annual Arctic Wolf Pack Size Related To Arctic Hare Numbers, L. David Mech
Annual Arctic Wolf Pack Size Related To Arctic Hare Numbers, L. David Mech
USGS Northern Prairie Wildlife Research Center
During the summers of 2000 through 2006, I counted arctic wolf (Canis lupus arctos) pups and adults in a pack, arctic hares (Lepus arcticus) along a 9 km index route in the area, and muskoxen (Ovibos moschatus) in a 250 km2 part of the area near Eureka (80° N, 86° W), Ellesmere Island, Nunavut, Canada. Adult wolf numbers did not correlate with muskox numbers, but they were positively related (r2 = 0.89; p < 0.01) to an arctic hare index. This is the first report relating wolf numbers to non-ungulate prey.
Pendant les étés 2000 à 2006, j’ai compté les jeunes loups arctiques et les adultes (Canis lupus arctos …

Nebraska Judicial Structure And Administrative Task Force Final Report, Nebraska Judicial Structure And Administration Task Force
University of Nebraska Public Policy Center: Publications
The Nebraska courts face a challenge shared by many state courts, determining the optimum number of judges needed to successfully do the work of the district, county and juvenile courts. Maintaining an adequate level of judicial resources is essential to effectively manage and resolve court business while providing meaningful access to the courts for the citizens of Nebraska. In order to meet these challenges, an objective assessment of the number and allocation of judges needed to handle caseloads is necessary. To this end, the Administrative Office of the Courts contracted with the National Center for State Courts (NCSC) to conduct …

Rendering terror suspects to nations that permit the use of torture is one of several methods the United States has added to its national security arsenal in recent decades. News leaks and reports regarding the "outsourcing of terror" are not new, especially after September 11, 2001. According to a former CIA official, "[w]e pick up a suspect or we arrange for one of our partner countries to do it. Then the suspect is placed on civilian transport to a third country where, let's make no bones about it, they use torture. If you want a good interrogation, you send someone …
