The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

Teacher quality has a significant impact on both student learning gains and later life outcomes. With this is mind, policymakers implement reforms to attract and retain more effective educators. A major obstacle for designing these policies is that the ingredients for training, as well as initially identifying, effective teachers remain largely a mystery. However, there are strong theoretical arguments for certain education policy reforms producing improvements in the quality of the teacher workforce. Today's Western European countries have the world's most extensive government Social welfare systems, beginning with Germany as the forerunner. Prior to the eventual 20th century German welfare state, Germany was not devoid of distributing aid to combat the effects of poverty. Religious and public benevolent institutions, several centuries earlier, managed local poverty, resulting in an interesting relationship between the German citizens and these charities. The willingness of these institutions to address the poverty issue opened the door for the 20th century German welfare state to emerge.

This study examines the evolution of the attitudes towards poverty in nineteenth century Germany. …

In 2009, Arkansas adopted a lottery to generate higher education scholarships. Two types of charter schools exist in Arkansas: open-enrollment charter schools, which operate independently of any district, and district conversion charter schools, which operate within an existing school district. Charter schools have more autonomy on certain rules and regulations than traditional public schools; however, charter schools are held accountable for academic results and fiscal matters, as defined by the charters contract. Public school choice is an umbrella term for policies that allow students to enroll in a public school other than their residentially-assigned school. As part of the Terrorism and Extremist Violence in the United States (TEVUS) database integration effort, researchers at the Terrorism Research Center in Fulbright College at the University of Arkansas and the University of Oklahoma have been adding: 1) federal terrorism court cases and associated data and 2) incident and antecedent geospatial data from these court cases to the American Terrorism Study (ATS). The goal of the project is to examine geospatial patterns in perpetrator behavior and determine if the patterns identified in earlier studies have changed significantly. How does retirement influence subjective well-being? Some studies suggest retirement does not affect subjective well-being or may improve it. Others suggest it adversely affects it. This paper aims at advancing our understanding of the effect of retirement on subjective well-being by (1) using longitudinal data to tease out the retirement effect from age and cohort differences; (2) using instrumental variables to address potential reverse causation of subjective well-being on retirement decisions; and (3) conducting cross-country analyses, exploiting differences in eligibility ages for retirement benefits across countries and within countries. The Bipartisan Campaign Reform Act increased the individual donor limit to $2,000 per candidate per election and indexed the limit for inflation every two years. The primary research question guiding this study is how has the increase in the donor limit affected donor behavior. Despite their importance to our system, the study of interest groups has produced few concrete findings compared to other actors such as administrative agencies and political parties in the policymaking process. The absence of generalizable findings is partly explained by the unpopularity of the topic, but is primarily due to a deficiency of easily accessible data and lack of agreement over how to operationalize important concepts. In the following dissertation, I employ interest group "scorecards" (ratings of members of Congress) as an approach to examining interest groups in a generalizable manner. KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. In fact, KIPP's achievement record was so influential that when Arkansas lawmakers instituted a cap on the number of open-enrollment charter schools in the state, they made an exception for KIPP, essentially allowing …

In this paper we study the retirement patterns of couples in a multi-country setting using data from the Survey of Health, Aging and Retirement in Europe. In particular we test whether women's (men's) transitions out of the labor force are directly related to the actual realization of their husbands' (wives') transition, using the institutional variation in country-specific early and full statutory retirement ages to instrument the latter. Exploiting the discontinuities in retirement behavior across countries, we find a significative joint retirement effect, especially for women, of around 16 to 18 percentage points. Of this legislation, there were 145 House Bills, 4 House Resolutions, and 97 Senate Bills referred to either the House or Senate Education Committees. After a long process of judicial action, states have revised the education funding distribution systems to meet the legal requirement of providing both horizontal and vertical funding equity between districts (interdistrict) in the state. A major part of the judicially required reforms was a shift to weighted student funding or funding which provides differential amounts of education funding dependent on the estimated needs of students based on their individual characteristics. However, little research has been done to examine the equity of the funding distribution systems between schools within districts (intradistrict).

While billions of dollars flow into low-income countries each year to help alleviate poverty, assessing the effectiveness of these dollars is a challenging task. The literature is rich in studies that measure the benefits of rural development programs. However, many of these studies lack a temporal dimension because they measure cost and benefits for only capital investments and for only a single, static year, while not accounting for skill enhancement. For decades, theories of bureaucracy have emphasized the importance of organizational mission in thriving organizations. This dissertation will examine the role of organizational mission in schools, particularly, a sample of schools that participate in the Milwaukee Parental Choice Program, the nation's oldest and largest school voucher program. Using teacher and school leader survey data, coupled with measures of student achievement, it will measure mission coherence and correlate it with a variety of outcome variables of interest. It will also take a particularly close look at the role of mission in religious schools.

High schools are tirelessly pondering ideas of enhancing the learning environment by increasing academic engagement and safety. This phenomenology study was designed to report and analyze the perceptions of selected students about their academic engagement and safety while attending one high school. Data for this study were obtained through interviews that were conducted on two levels: focus group and individual interviews. The results indicate that uniforms by themselves have little to do with a student's academic engagement. As a result of the Arkansas Supreme Court’s Lake View v. Huckabee Decision, the Public School Funding Act of 2003 established Arkansas’ current funding system. A part of the current system allocates additional funding for districts based on need (categorical funding). In doing so, the state recognizes that it is necessary to distribute additional funding based on educational need to meet adequacy and equity standards. The system allocates funding for groups of students who face particular challenges: Alternative Learning Environment students (ALE), English-language Learners (ELL), and students in poverty (National School Lunch Act). One hotly-debated issue involves whether the state should allow for multiple authorizers for charter schools (currently, only the State Board of Education may authorize charter schools).
