Governments around the world are betting heavily on biofuels as one part of a solution to a wide range of public policy challenges, from environmental sustainability in the face of climate change, to energy security given rising geopolitical instability, to economic growth especially in rural regions and developing countries. Policy interventions typically take the form of legal and regulatory measures, for example, to drive demand for renewable fuels through mandates, or to subsidize costs through financial and other supports for production and processing of feedstock and output fuels. The African Copyright and Access to Knowledge (ACA2K) project is a pan-African research network of academics and researchers from law, economics and the information sciences, spanning Egypt, Ghana, Kenya, Morocco, Mozambique, Senegal, South Africa and Uganda. Research conducted by the project was designed to investigate the extent to which copyright is fulfilling its objective of facilitating access to knowledge, and learning materials in particular, in the study countries. The hypotheses tested during the course of research were that: (a) the copyright environments in study countries are not maximising access to learning materials, and (b) the copyright environments in study countries …

This article contributes to the growing body of network neutrality literature by describing and commenting on recent developments in Canada. There have been and still are ongoing industry practices, regulatory policy proceedings, judicial decisions and pending litigation, and legislative proposals relevant to the issue of network neutrality in Canada. While most of the network neutrality literature has an economic focus, this paper dwells more on implications for Canadian culture. Though the dominant technological and eco- nomic discourses about issues like innovation and competition cannot be ignored, these are not the only paradigms with which to frame regulatory and other decision-making. …
