It is important to consider the effects of past conflicts on the current perceptions of the people of Cyprus and of the future generations. This thesis contends that the ongoing division of Cyprus along with the many unresolved issues regarding past conflicts have had a profound effect on how the people of Cyprus perceive new information in regard to their future. The inquiry will explore the historical background of Cyprus and the affects of nationalism. This report describes the results of a case study and developmental evaluation of Lane Transit District's innovative project to develop an integrated functional assessment for transportation services, referred to here simply as the Transportation Assessment Project (TAP).

The TAP is unique in that it is a collaborative effort between a public transit agency and local human service agencies to blend traditionally separate assessments for eligibility for transportation services. Specifically, in the TAP, Lane Transit District subcontracts with human services agencies to conduct personalized in-home assessments with individuals with special transportation needs and who are requesting paratransit rides. This study investigated potential impacts of climate change on travel disruption resulting from road closures in two urban watersheds in the Portland metropolitan area. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. Trip-based models are no longer adequate for some of the more complex questions. They fail to account for time of day sensitivity, dynamic congestion effects, variable pricing and tolls, and the reliability of both highways and transit. Existing activity/tour-based models lack the enhanced temporal element provided by a more dynamic, activity-based microsimulation. DASH is the next-generation model being developed by the Metro Research Center.

This investigation seeks to explore specific design solutions that could potentially enhance the capabilities of heavy rail facilities while increasing their safety and reducing their environmental and community impacts.

Using Portland's Brooklyn Rail Yard as the study site, this case study explored the potential of structural platforms (caps) built above the existing rail yards to provide development space for expanding rail capacity and rail related activities. The potential for capping to reduce /eliminate conflicts between rail and non-rail uses will also be investigated. Finally, the various designs were presented for caps at the rail yard.

The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland, and in 2007 at 11 sites in the eastside of Portland and Gresham.

Travel-time variability is a noteworthy factor in network performance. It measures the temporal uncertainty experienced by users in their movement between any two nodes in a network. The importance of the time variance depends on the penalties incurred by the users. In road networks, travelers consider the existence of this journey uncertainty in their selection of routes. This choice process takes into account travel-time variability and other characteristics of the travelers and the road network. Since its launch in 2009 the Healthy Kids program has worked to provide health insurance for children in Oregon. Marketed as one program available to all Oregon children, Healthy Kids enrolls families making below 200% of the Federal Poverty Level (FPL) into the Oregon Health Plan, while families above 200% FPL are enrolled in a sliding‐fee private insurance product offered through a health insurance exchange called KidsConnect.

The highway transportation network of the United States relies on the health and integrity of major infrastructure elements such as bridges. The implementation of a robust community based participatory research (CBPR) study in Multnomah County, Oregon, has detailed broad and deep racial disparities across 27 institutions and systems. The process of this research has led to the identification of numerous practices that misrepresent and negate the experiences and very identity of communities of color. The purpose of this study was to gain a better understanding of how equipment replacement decisions are supported with data collection and quantitative models at state DOTs, and to determine if models found in the research literature offer any better decision support when applied to realistic fleet usage and cost data. This study also addressed the current state of equipment replacement at state DOTs with respect to using measurable “green” criteria in replacement decisions, and the development of new quantitative replacement models utilizing such criteria. About $15 billion of freight passes annually through the Lower Columbia River (LCR) navigation channel to reach Portland and Vancouver, where most of it connects with land transport. This commerce plays a vital role in sustaining the regional economy and connecting Oregon to the global economy. The timely connection of truck and rail transport with vessels is vital, especially for export traffic. This link is susceptible to disruption if water depths in the navigation channel are shallower than expected, leading to delays and/or draft limitations. The combination of seismic and vehicle live loadings on bridges is an important design consideration. There are well-established design provisions for how the individual loadings affect bridge response: structural components that carry vertical live loads are designed to remain well within the linear-elastic range while lateral load carrying components are designed to yield under large seismic excitations. In the United States, walking to school declined from 42% of 5-18 year olds in 1969 to 16% in 20011. The US Department of Transportation has responded to this dramatic decrease by funding the Safe Routes to School program for $612 million in SAFETEA-LU. The program’s funding emphasize infrastructure improvements such as completing sidewalks and adding crosswalks by requiring between 70% and 90% of funding be allocated toward infrastructure. It is well established that vehicles powered by carbon-based fuels (e.g. gasoline, diesel) have a negative impact on air quality, especially in urban centers. Traditionally, air quality conformity studies analyze the macroenvironmental impact of transportation corridors, as they relate to regional air quality management concerns. Streambeds are important fish passageways in Oregon; they provide for the necessary habitats and spawning cycles of a healthy fish population. Oregon state law requires that hydraulic structures located in water properly provide fish passage. Increasingly stringent state and federal regulations apply to these fish passageways, and designers must become more cognizant of conditions over a range of flows to accommodate fish movement and avoid expensive structural failure of these passageways. Fish passage structures are built when roads cross streambeds and may include culverts, or bridges. In July 2008, the State of Oregon implemented SB 1080, legislation that required all applicants for an Oregon Driver License or ID card to present proof of legal presence in the United States. In 2007, some 140,000 unauthorized immigrants were estimated to be living in Oregon, more than two-thirds of whom were estimated to be members of the labor force. Approximately 97% of Oregon’s unauthorized immigrants are thought to be Latino, nearly all of Mexican origin. This report presents a review of a research effort to evaluate the safety implications of advisory speeds at horizontal curve locations on Oregon rural two-lane highways. The primary goals of this research effort were to characterize driving operations at rural two-lane highway curve locations where advisory speed signs were present, and to determine to what extent these signs play a role in enhancing safety. Fertility and mortality events in recent history, including escalated fertility levels associated with the ‘baby boom cohort’ and spikes in mortality linked to the Spanish Flu of 1918 for example, have produced demonstrative demographic effects. Correctional spending is one of the largest and fastest growing parts of the Oregon budget, making it a target for increased scrutiny. According to a 2011 Legislative Fiscal Office report, the Department of Correction’s (DOC) budget represented close to 9% of the combined General and Lottery Funds in the 2009- 2011 biennium. Since 1993-1995, correctional spending increased almost threefold from close to $400 million to $1.4 billion. Moreover, the DOC’s share of the state budget almost doubled since the mid-1980s. Comprising over 9 million units in this country, suburban multifamily housing is a widespread and overlooked example of density located within walking distance to commercial development in suburbia. This report focuses on resident demographics, attitudes, and perceptions as they relate to mode choice in 14 suburban multifamily sites in Eugene, Oregon. Through site analysis and resident surveys, our study shows that site design and connectivity is a significant predictor of resident mode choice. Residents of more-connected developments walk and bike to their local commercial area for more than 40% of their trips, nearly twice the rate of residents of less-connected …

A case study was undertaken in order to evaluate the potential use of dynamic traffic assignment (DTA) tools by Oregon Department of Transportation (ODOT) and its partner agencies. The objectives of this study were to provide insight into the nature of DTA models, to inform the program selection process, and to develop realistic expectations for potential DTA work plans.
