Purpose: This study aimed to understand which factors correlated to a likelihood of suicidal thoughts and suicide attempts in Latina youth and how that may or may not differ from female youth of different racial/ethnic groups. Additionally, this study sought to explore which predictors increased the likelihood of suicide attempts as youth aged into adulthood.

A representative bureaucracy offers a solution where effective and efficient public service delivery can be achieved while reflecting the interests of historically underrepresented social groups in policy decisions. One of the wicked problems communities face worldwide is climate change. Among potential solutions and current efforts is green public procurement (GPP), an innovative policy approach to change business as usual in the governmental sector. Local governments in the U.S. annually spend approximately $1.72 trillion on purchasing goods and services. Given substantial purchasing power of municipalities, GPP practices at the local level can incite a transition toward a more sustainable society. This study is the first to delineate the levels and variations of existing GPP practices among U.S. localities and examine the factors that facilitate or hinder GPP engagement.

Purpose: The purpose of this quantitative study in HPV vaccine naïve, Black college students aged 18-24, enrolled in a minority serving institution (MSI) and/or historically black college/university (HBCU), is to assess perceived: vulnerability, severity, benefits, barriers; and risk behavior factors (trust/mistrust, social influence, and prior sexual behavior) regarding intent to initiate and complete the HPV vaccination series.

Methodology: After IRB approval was obtained, Black college students were recruited from the MSI/HBCU(s). The study was guided by the Health Belief Model. The participants completed paper and pencil surveys.

This dissertation contributes to a better understanding of performance management systems (PMS) by examining adoption, stringency, and impact of performance-based funding (PBF) in public institutions of higher education within the United States. The public sector has been under increasing pressure to be more accountable to stakeholders—that is, to perform better at lower cost. Yet, tracking the effectiveness of performance systems has been challenging, given the host of factors that affect results. The dissertation investigates why variation exists in gender policies that challenge traditional power hierarchies across central and eastern European (CEE) countries and the role of political parties in this process. I first ask how gender issues get onto party agendas and then test whether parties in government that have campaigned on gender issues ultimately deliver on their promises. I examine three policy domains, marginally affected by the EU and international "soft" norms, affirmative action in the labor market, father's leave, and anti-domestic violence policies.
