Climate change is a social justice issue, and people who experience disadvantage and marginalisation are most vulnerable to the impacts of climate change. In 2019–2020, the government of the state of Western Australia (WA) held the world’s first inquiry into climate change and health. The Inquiry report, submissions, and hearing transcripts make an important contribution to a small but growing body of evidence that climate change exacerbates and reinforces existing social inequalities in WA in areas such as health, economics, gender relations, and access and inclusion. Public Health planning in local governments in Western Australia (WA) is a relatively new approach to addressing local health needs. The Western Australian Public Health Act came into effect in 2016. The Public Health Act 2016 encompasses a range of legislative requirements, some of which include the development of Local Public Health Plans. A range of roles within the local government workforce therefore are likely to require support to plan and implement Public Health Plans, which in the past have not directly been a component of their role. In 1995 the Australian Government commissioned the report Enterprising Nation ‘: renewing Australia’s managers to meet the challenges of the Asia-Pacific century (Karpin, 1995), which emphasised the change that was necessary in Australian business to remain competitive in the global and growing economy. The development of flexible organisational cultures, where managers increasingly displayed leadership and developed their staff to generate innovative cultures, was a central premise of the Karpin Report Task Force’s vision. The Royal Commission into the Commercial Activities of Government and Other Matters was appointed by the Lawrence Government on the 8th January 1991. The Commission concluded its work in November 1992, producing two major reports on the conduct of government in Western Australia between 1983 and 1989. In the second of these reports, the Commission made forty separate recommendations for the reform of Western Australian Government, to be implemented by a Commission on Government.

The study was designed to investigate if, the community transport providers operating within a local authority were able to meet the daily requests for transport to the frail aged and disabled persons living in this locality. Then to ascertain if these transport providers were fully utilising their transport vehicles, which could be volunteers in cars, or a small bus.
