The purpose of this report was to identify why rural women's involvement in government decision-making is of a low level despite the concerted government action, and to furthermore provide solutions to inform action. The strength of the research presented is that all information is firmly established in the rural women's experiences.

Twenty-one Western Australian rural women leaders were individually interviewed. These women represent the larger rural regions of Western Australia: South West, Great Southern, Goldfields-Esperance, Mid-West, Gascoyne, and Kimberley regions. This paper will focus on a recent demographic study of the statistical subdivisions between Geraldton and Esperance and an ethnographic survey in that region, undertaken to understand the changes occurring in rural- communities. The paper will then examine the links between continuing depopulation trends and diminishing infrastructure, focusing on how these demographic changes impact on the daily lives of the Western Australian agricultural population, particularly women, and what effect these changes and government policy are having on the delivery of essential services.
