Fresh Air: The Impact Of Reformulated Gasoline On Infant Health, Mohammed Husain

This paper considers a 1996 Reformulated Gasoline program, where gasoline emissions were regulated in California, to observe the effects on infant health indicators. I use a cross-county analysis to find significant effects from the policy that suggests an improvement in birth weight, gestational length, and infant mortality.

The Affordable Care Act’s dependent coverage mandate extended young adults’ parental coverage to age 26. I study the expansion’s impact on young adults’ labor market outcomes using a control function method. Following the expansion, I find dependent coverage lowered labor force participation, lowered incomes, and mixed evidence regarding labor supply.

Green Valley Community Garden in Brownsville, Brooklyn, is one of about a dozen gardens on land owned by the New York City Department of Housing Preservation and Development that are being uprooted by plans to build affordable housing. This character-driven capstone examines the impact New York’s growing aging inmates – defined as those over 50 – have on the criminal justice system.

The stories of those who are in and have been through the system, suggest that reform effort is still dragging slowly. The sentencing policies and healthcare costs continue to have lasting consequences for inmates, their relatives and taxpayers. And early release programs, such as commutation, pardon and parole, also tend to shy away from people serving decades in prison for violent crimes because of the lingering tough-on-crime era.

Residents across New York City—particularly those living in rent-stabilized or rent-controlled apartments—are subject to concerted, persistent harassment at the hands of landlords determined to replace them with higher-rent paying tenants or tenants who will remain compliant in response to the landlords’ negligence or illegal actions. While racial disparities in juvenile court systems may decline, these disparities appeared in national data as early as 1980. Using data from the National Center for Juvenile Justice shared by the Office of Juvenile Justice and Delinquency Prevention, this databit shows how as recently as 2014, out-of-home placements were still more likely to occur with black youth.

In this dissertation, I examine ways that the US National Environmental Policy Act of 1969 (NEPA) and its primary enforcement mechanism, the Environmental Impact Assessment (EIA) process, have reshaped the state as a site for racial and environmental conflict by institutionalizing a particular form of environmental justice within governmental decision making processes. Combining archival methods and legal analysis, I develop three case studies involving community struggles over the social production of space that each engage the EIA process to different effect. The edTPA (Teacher Performance Assessment) is a nationally distributed and scored standards-based teacher performance assessment being promoted throughout the country (AACTE, n.d.-a). This mixed methods study investigated the experiences of New York City teacher candidates and teacher educators with the elementary education edTPA portfolio. It was found that teacher candidates experienced various supports and challenges based on their personal demographics, school of education, and student teaching placements. Additionally, the edTPA affected participants' personal, professional, academic and student teaching experiences. Furthermore, the study revealed ways that implementation of the edTPA affected teacher educators and the teacher education curriculum.

Staten Island grew rapidly after the Verrazano Narrows Bridge opened in 1964. Mayor John Lindsay introduced a plan to control and guide development there, and encouraged planned unit development. The Rouse Company, then building Columbia, Maryland, was contracted to plan new communities for the southern third of Staten Island to more than double the borough’s population. State Senator John Marchi introduced legislation for the South Richmond Development Corporation in 1971. The plan called for the city to use eminent domain to buy property and transfer it to the Rouse Company, which would also construct residential towers on landfill in Raritan …

In 2012, the Research and Evaluation Center at John Jay College began to publish the results of an assessment conducted between Summer 2011 and Summer 2012. The project conducted surveys and measured the effectiveness of the National Forum on Youth Violence Prevention. In 2016, with the support of the Office of Juvenile Justice and Delinquency Prevention, the research team tracked perceptions and opinions in each community involved in the National Forum on Youth Violence Prevention.

Intertemporal Poverty Among Older Americans, Gulgun Bayaz-Ozturk, Sean Macdonald

This study uses aggregate intertemporal poverty indices proposed by Gradin, Del Rio, and Canto (2012) to measure poverty among older American households of different races from 2001 through 2009 employing data from the Health and Retirement Study. The findings indicate that the incidence of intertemporal poverty is higher among Black and Hispanic households and that it is also more intense and of longer duration. In our investigation of antipoverty effects of the Supplemental Nutrition Assistance Program, we find that the program has a significant impact in reducing intensity and inequality of poverty among poor populations. Introduction: This report examines comparative trends in receipt of public assistance and poverty rates between 1970 and 2014.

Methods: This study uses the American Community Survey PUMS (Public Use Microdata Series) data for all years considered here released by the Census Bureau and reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Receipt of public assistance is defined by receiving any amount of one’s income in the previous year from public assistance funds or not. Poverty status is defined by living below the federal poverty line in the previous year or not.

Prompted by Birkland and Warnement‘s (2014) findings that the earthquake was not a significant focusing event in Haiti, the author reassessed the issue. Using the 2010 earthquake as the starting point, a detailed content analysis of evaluation and strategy report and DRR and developmental plans to find the level of policy adopted and implemented after the earthquake. Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The report analyzes changes in five domains -- food retail, food insecurity and food benefits, institutional food, food and nutrition education, and diet-related health conditions -- in East Harlem from before the election of Michael Bloomberg through the first two years of the de Blasio Administration. Its goal is to assess the ways in which food environments in East Harlem have improved, stayed the same, or worsened in this 15-year period in order to inform setting food policy goals for the next 5, 10 or 15 years.
