In devolved governments like the Philippines, local government units (LGUs) must be engaged to develop and coordinate responses to tackle the multisectoral problem of childhood undernutrition. However, current Philippine nutrition interventions, such as decentralized school feeding programs (SFPs), generally rely on the national government, public school teachers, or the private sector for implementation, with mixed results. The central kitchen model for SFPs was developed by 2 Philippine nongovernmental organizations and facilitated large-scale in-school feeding through community multisectoral action. Despite studies finding a link between political dynasty prevalence and poverty; empirical evidence in the Philippines shows that the relationship between dynastic concentration and underdevelopment is not the same across regions. We argue that an independent economic elite and high levels of economic activity; typically found in Luzon; affect the poverty and development impact of political dynasties. Local socioeconomic contexts shape the opportunities for predatory behavior among politicians and their relationships with economic elites. The persistent presence of armed groups in local communities is largely due to ineffective community security management, weak rule of law, and the constant shift in peace and security policy guidelines. Compounding the problem is the limited capacity of local government units and the lack of strong political will of officials to address security issues. Irregular forces offering private security services thrive in this environment. Armed groups gain legitimacy since they fill security service gaps in communities and because they assist government security forces in their counterinsurgency operations. Traffic congestion is a constant problem for cities worldwide. The human driving inefficiency and poor urban planning and development contribute to traffic buildup and travel discomfort. An example of human inefficiency is the phantom traffic jam, which is caused by unnecessary braking, causing traffic to slow down, and eventually coming to a stop. In this study, a brake and acceleration feature (BAF) for the advanced driver assistance system (ADAS) is proposed to mitigate the effects of the phantom traffic phenomenon. Finnish students start academic or vocational track in upper secondary education at age 16 years. Track placement is based on grades, but family background and psychosocial resources may have influences. Using 2014 survey data of Grade 9 students in Helsinki Metropolitan area linked to the Joint Application Registry data as of 2017, we fitted two-level, sex-stratified, generalized structural equation models to determine how reserve capacity (academic self-efficacy and social support), family background, and the comprehensive schools predict track placement. Recent studies have described a direct relationship between the illegal wildlife trade (IWT) and the prevalence of zoonotic pathogens in human populations. In the Philippines, the Philippine Integrated Disease Surveillance and Response (PIDSR) framework outlines the monitoring, response, and management of disease outbreaks, but needs to be updated in the wake of zoonoses from IWT. Here, we identified zoonotic pathogens that may be introduced to human populations through the IWT, pinpointed potential outbreak hotspots, and provided recommendations on how to improve the Philippines’ public health response while considering One Health. Women have historically been excluded in formal peace processes. While structural changes have pushed for women’s participation in peace negotiations, we locate the shift from women’s exclusion to women’s inclusion as enacted in the discursive patterns of talk. Using positioning theory as a discursive lens, we looked at how women’s inclusion was facilitated in the peace negotiations between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) that reached the landmark Philippine peace accord of 2014. The Philippine energy sector remains plagued with issues of energy security, high electricity costs, and vulnerable grid infrastructure. This paper argues for the increased uptake of microgrids as a solution for these issues, using the Institutional Analysis and Development (IAD) Framework as a guide for microgrid policy. We begin this paper with an analysis of existing energy policies in the Philippines, highlighting a lacking integrated approach for energy security. The 2018 Public Consultation On Standardized Packaging In Singapore: Analysis Of Policy Actors' Submissions, Gianna Gayle H. Amul

After a public consultation in 2018, Singapore implemented standardized tobacco packaging as part of its portfolio of tobacco control policies in 2020, in compliance with Article 11 guidelines for implementing the World Health Organization Framework Convention on Tobacco Control. This study analyzed policy actors in opposition to standardized packaging in Singapore and their submissions to the public consultation. Policy actors were profiled, and their arguments were then coded and compared across submissions. Descriptive results were then summarized in a narrative synthesis. In total, 79 submissions were considered for final analysis that opposed plain packaging in Singapore. Thematic analysis shows that …

The Filipino indigenous custom of collective action known as bayanihan is institutionalized in the Barangay Assembly; a community forum where citizens can directly influence local governance. However; it is not widely utilized because many barangay officials are co-opted by local political dynasties. Results of the 2019 elections reveal that political dynasties continue to dominate the electoral process; making genuine political competition virtually impossible. We examine and assess the service contracting (SC) program implemented for the first time in Metro Manila, Philippines as a response to the impact of the pandemic on road-based public transport sector. We develop an evaluation framework, consisting of three indicators: social amelioration, increase in transport supply and performance improvement. These indicators are the purported objectives of SC. Using a mix of qualitative and quantitative methods, our evaluation suggests that although SC has brought positive impact in terms of the first two indicators, there is no robust evidence so far that may suggest that SC has improved the performance of …
