Estimation Of Uninsurance Rate: Comparison Of Four Estimation Methods, Jackie Zhang, Renee Hotchkiss, Thomas Wan

Objective: Although high percentage of the uninsured is an important public policy issue, the discrepancies in both state and national estimates of the numbers of uninsured are reported. This study compares four advanced estimation methods for uninsurance, by using Florida Health Insurance Survey data as an example. Design: The four predictive models include decision tree, neural network, general logistic regression, and two-stage logistic regression. Risk factors to uninsurance are identified. Population: The study sample comes from the Florida Health Insurance Study data collected for the Florida Agency of Health Care Administration in 1999, representing the first large-scale study designed exclusively …

This paper is divided into five sections (chapters). First, it starts with a general historical overview of the force in terms of its origins and development. Second, is an outline of the structural development, growth and expansion of the service from its inception in the colonial period until 2001. Even before the wreckage of a disaster is cleared, one question is foremost in the minds of the public: "What can be done to prevent this from happening again?" Today, news media and policymakers often invoke the "lessons of September 11" and the "lessons of Hurricane Katrina." Certainly, these unexpected events heightened awareness about problems that might have contributed to or worsened the disasters, particularly about gaps in preparation. Inquiries and investigations are made that claim that "lessons" were "learned" from a disaster, leading us to assume that we will be more ready the next time a similar threat looms, …

Congestion Pricing: The Answer To America's Traffic Woes?, Ryan Yeung

Congestion results in losses in productivity, added delivery time, extra costs for consumers, as well as damage to the environment. The most obvious solution to traffic congestion is to build more roads, but the prevailing thought among experts is that adding supply is not an effective long-term solution. Another approach is congestion pricing, where motorists are charged different prices based on demand. A literature review supports congestion pricing’s effectiveness, efficiency, and equity. Perhaps most importantly, a number of case studies suggest that congestion pricing is politically feasible.
