While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

This study was commissioned by the Community Partnership for Arts and Culture (CPAC)as a starting point for gaining a deeper understanding of the different sectors of the Cleveland arts scene in Cuyahoga county. Its objective is to understand the Cleveland Music Sector, delineate its components, learn its dynamics, and assess the economic impact of music events and venues in Cuyahoga county.

Coastal decision-makers and training providers in the Ohio Lake Erie basin participated in seven focus groups to generate information on coastal resources knowledge and training needs. Six of the focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas (non-providers); the seventh was comprised of training providers (providers). Discussions centered on two main areas: core knowledge needs and training needs.

Globally business improvement districts have proliferated as the most influential public-private mechanisms for revitalizing business districts and promoting infrastructure improvement projects. Community improvement districts in Georgia share the same characteristics of business improvement districts (BIDs) as in other states or countries. The Georgia constitution enables the state legislature to create BIDs, called community improvement districts (CIDs) in Georgia, in any city or county or any combination thereof to deliver public services. This analysis explores the CIDs' governance structures, financing mechanisms, and promotion strategies through CIDs' provision in various projects and their impacts in the Atlanta metropolitan area. Managing for social equity performance has long been a goal without much guidance for public managers. We examine social equity performance in the context of indirect governance through the administration of grant programs and, more specifically, the matching of policy responses (grant funding) to social needs. Grant program managers must allocate funding to match needs while also ensuring accountability, but common administrative models that rely on competition can undermine social equity performance. We develop a unique framework to analyze the relative social equity performance of four models of grant administration in general. These models are defined by whether competitions or …

In this paper, we are guided by several questions of which the critical one is whether Sino-African relations are merely opportunistic and based on an ad hoc momentum, or whether they reflect a real strategy based on presence and territorial domination in the new context of competition and cooperation on the reconfigured African continent. We argue that any endeavour to appreciate the complexities of this relationship needs a more nuanced and differentiated appreciation and understanding of Sino-African relations. This article examines the public–private partnerships' (PPPs') processes, governance structures, financing, and promotion strategies through tax increment reinvestment zones' (TIRZs') provision in various projects and their impacts in the City of Houston, Texas. In conclusion, the analysis delineates the policy implication of using PPPs or TIRZs as a government reinvention tool in public service delivery in the 21st century and recommends how to implement successful partnerships.

The objective of this paper is to examine the connections between development aid, security and the War on Terror. It examines the manner in which these linkages are impacting on the orientation, understanding, performance and efficacy of the existing ODA architecture. The paper discusses the characteristics and dynamics of the WOT after 9/11. It then compares the perceived shifting criteria for ODA disbursements from 1970 to 2005, assessing the emergence or otherwise of a new securitization and politicization of aid. It also analyses the extent to which there have been geographical shifts in the allocation of aid, and how what …
