This thesis explores the challenges local public administration faced in Hadhramaut, Yemen, and explores avenues for reform. The study's main question is: "What are the main challenges confronting local public administration in Hadhramaut, and what pathways can be pursued for reform?" Our democracy depends on having a supply of candidates running for elected office, but in some instances, no one wants to run. This phenomenological study asks what the effects on a healthy and vibrant democracy are if ballots are blank and the seat is filled through write-in or appointment. Rooted in democratic theory, this study explores small, rural city elections where write-ins won election. A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

Social media has altered emergency communication between local governments and citizens. Studies on social media and natural disasters are expanding. Few studies have explored the crisis of social media use among local government officials. This study investigated how Indonesian leaders use social media. It used data scraping techniques with the Twitter API and the http://tweepy.readthedocs.io/en/v3.5.0/api.html#tweepy-api-twitter-api-wrapper library to collect tweets from each governor's account in Bahasa, Indonesia, between January 1, 2020, and December 31, 2020. This research study presents a new model of immigration federalism which integrates existing theories into a framework that emphasizes agency at the local level. Unlike dominant models of federalism that observe the cascading effect of higher-level policy on lower levels of government, this research focuses on empirical evidence at the local level to understand its relation to policy at higher levels. Immigration federalism is receiving substantial interest in scholarly work and in practice, but it lacks a cohesive and comprehensive theory explaining variation at the community level. There are significant implications related to understanding perceived barriers experienced by women in local government. The purpose of this study was to identify career barriers of women executives in municipal administrations based on their own experiences. Approached using the situational leadership theory and role congruity theory and the narrative research design along with thematic analysis, this study was comprised of one-on-one interviews with nine female city managers currently working in Californian municipal administrations. This qualitative case study addressed a gap in administrative ethics literature and was aimed at exploring how leaders in local government make ethical decisions and to understand the impact of codes of ethics on ethical conduct and ethical decision making. Trevino’s interactionist model of ethical decision making was used as a theoretical lens to guide the study. In the decades leading up to the 1960s, the majority of citizens trusted the government to do what was right. But as the country advanced toward 1970, this idyllic state transformed suddenly and unexpectedly. The decline of trust that has characterized decades ever since is of concern because there are some troubling consequences of public distrust. Responding to the Government of New Brunswick’s Green Paper on Local Governance Reform released in April 2021, this report diagnoses the problems of the province’s existing system of local governance and proposes a solution that leverages existing assets to create a more equitable, democratic, responsive, and efficient local governance system. A reformed local governance system will help New Brunswickers confront difficult present and future economic and demographic challenges.

Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. Our regression models find that jurisdictions led by women were more likely to have adopted redistributive programmes and practices encouraging …

Institutional void often fuels efforts by social entrepreneurs to fill gaps through social innovations (SIs). Furthermore, governments promote SIs because they tend to advance sustainable solutions and social change. In a town in Israel, after years of intense social activism, during governance by a Convened Committee (CC) established by the central government, community-based-organizations (CBOs) are no longer engaged in innovative activism. Asset management planning in Ontario has evolved since the early 2000s and Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure came into effect on January 1, 2019. The requirements of the regulation are different for small municipalities, being those having a population of less than 25,000, than for large municipalities. The burden of undertaking large-scale change initiatives, specifically those that are externally initiated, can be especially difficult for small municipalities that often lack the resources and specialized staff to address these changes. Which Us Municipalities Adopt Pay-As-You-Throw And Curbside Recycling?, Raymond Gradus, George C. Homsy, Lu Liao, Mildred E. Warner

This study investigates the drivers of curbside recycling program adoption and Pay as You Throw (PAYT) program adoption in 1,856 US local governments using a 2015 survey. While 50% of municipalities and counties adopt curbside recycling programs, we find that the adoption curbside recycling is limited by capacity constraints; local governments with lower per capita expenditures and more poverty are less likely to implement curbside recycling. PAYT programs are less common overall (10% of municipalities) and less common in richer communities and more common in communities with higher education levels. Local official political affiliation is not significant in either model. …
