The limited access to public secondary education in rural regions of Haiti has impacted children who want to pursue their education beyond the primary level. The purpose of this generic qualitative study was to explore the perceptions of informed Haitian educators and other educators who were knowledgeable about the lack of access to public secondary education in rural Haiti, specifically through the framework of polarities of democracy theory. Culturally and linguistically diverse populations in the developmental disability system suffer from socioeconomic and social services disparities. Efforts to address the disparities issue included enacting Welfare and Institutions Code 4519.5 § (e), (f), (g), and (h), also known as the Lanterman Developmental Disabilities Services Act or the disparities law. The law mandated monitoring of developmental disability system expenditures and allocated funding to the regional centers and community-based organizations to assist with implementing activities to address the disparity. Disciplinary practices in California result in minority boys receiving a high rate of disproportionate discipline in the public-school system requiring those students to decide whether to return to school to achieve their high school diploma. The achievement gaps between White and Black students remain prevalent in American public schools. To resolve the problem, many school districts have developed equity-centered practices to improve high school graduation rates. Following the increase in foreclosures across the United States from 2007 to 2009, there was concern that foreclosed homes could lead to higher rates of crime in certain neighborhoods. Using social disorganization theory, the purpose of this difference-in-difference research design was to study the link between foreclosure levels, and crime rates in neighborhoods in Charlotte, North Carolina. Propensity score matching was used to examine whether neighborhood foreclosure rates have an impact on neighborhood crime level while controlling for neighborhood conditions.
