Under United States President Barack Obama’s administration, the President’s Management Agenda mandated several actions to respond to the problem of poor relationships between and among federal government managers and employees. The purpose of the study was to examine whether a difference in perceptions of employee empowerment and organizational excellence, existed between the employees of higher and lower performing federal agencies, as measured by the Federal Employee Viewpoint Survey (FEVS). The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses yet little is known about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Using Carlson’s conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. The September 11, 2001 terrorist attacks exposed vulnerabilities to U.S. homeland security and defense, leading U.S. officials to analyze threats to domestic and international interests. Terrorist attacks against food and water supplies (agro-terrorism), were deemed a national security threat because of the assessed fear, economic instability, and social instability that could occur following a food shortage. Without interventions to address homelessness among youth, the risk of homelessness for future generations is great. As a result, the federal government has invested in funding Transitional Living Programs (TLPs), though it is not clear whether these programs have achieved the intended outcomes of helping youth transition from homelessness to being able to sustain employment and avoid poverty through access to educational and workforce programs. This research examines why poverty has been persistent in all regimes that have tried to use public policy to eradicate it with no success. This research begins to examine the economic, fiscal, and current Federal Reserve monetary policy for an understanding of why poverty persists. The purpose of this experimental, cross-sectional design is to test the relationship between poverty level, population size, gross domestic product and the Gini coefficient. Fire departments in the United States accounted for 31% of municipal budgets with increases of 85% spending between 2015 and 2016. The purpose of this single case study was to explore leadership strategies fire officers used to manage costs associated with hazardous operations. The conceptual framework grounding this study was transformational leadership theory. The participants in this study were 10 fire officers who manage hazardous operations in central Wisconsin. Job satisfaction among jail correctional officers is important because it ensures the continuity of officers who can promote and maintain a safe environment inside the jail for all staff and inmates. Most job satisfaction studies on correctional officers, however, are focused on prison officers and not county jail officers. The purpose of this correlational study was to test and extend Herzberg's Motivation-Hygiene theory by exploring job satisfaction and motivation among jail correctional officers in Miami-Dade Florida. Food insecurity in Africa is a threat to future generations because many countries rely on potentially unsustainable food policies. Eritrea's indigenous food sustainability policy has not been explored or analyzed in a scholarly manner. This qualitative case study analyzed the effectiveness of the current policy of food sustainability without relying on foreign food aid in Eritrea. The main research question addressed relates to how Eritrean irrigation farmers understand and implement the Eritrean government's food sustainability policy. Police officers continue to sustain injuries during close proximity encounters with non-compliant and combative suspects. The purpose of this quasi-experimental study was to examine whether the use of less-lethal instruments, such as conducted energy devices, oleoresin capsicum, impact batons, and hands/feet defensive tactic reduced police officer injury during confrontations with uncooperative suspects at a medium-sized police department in a southern state.
