In recent years, the number of U.S. companies trying to merge with a foreign company and thereby reincorporate themselves in countries with a lower corporate tax rate – a practice known as corporate inversion – has skyrocketed. The public outcry in 2014 against corporate inversions led the U.S. Treasury to release a series of new anti-inversion regulations, and more policy changes are in the process of being debated. Police Reform, Civil Society And Everyday Legitimacy: A Lesson From Northern Ireland, Branka Marijan, Dejan Guzina

In post-conflict zones, there is a need to better understand the role of civil society in building the legitimacy of reformed police institutions. Northern Ireland provides an instructive case in this regard, as community involvement and civilian oversight of policing structures were prominent in the reform process. While much has been achieved since the 1999 Independent Commission on Policing, the question of police legitimation is still largely unresolved. In order for police reform to be fully realized, and to ensure that everyday legitimacy is established, more attention must be paid to building relationships between the police and local communities.

Structural Causes Of Social Conflict In Africa, Lucien Charland

Social conflict, as opposed to armed conflict, has received less attention in the field of quantitative research. This paper investigates the structural causes of political violence in 35 African states using data from the Social Conflict in Africa dataset and the Beck and Katz panel corrected standard errors time series regression model. Theoretically, a closed political opportunity structure, combined with a weak state unable to provide public goods, should together produce high levels of social conflict. Through the Belfast Project, researchers sponsored by Boston College began to compile an oral history of the period of violent political conflict in Northern Ireland known as “The Troubles” in a series of interviews. The interviewees’ participation in the project was conditioned on a strict promise of confidentiality. However, when authorities in the United Kingdom became suspicious that the interviews contained evidence of criminal activity, the United Kingdom, pursuant to a Mutual Legal Assistance Treaty, requested the United States to subpoena the materials on its behalf. This study examines the relationship between civic participation in homeland peacebuilding and immigrants' political incorporation and integration in their local communities in the United States. It explores the impact of state (U.S. and Liberia) policies and local context on individuals' civic participation locally and in transnational activities. The study demonstrates the mechanisms through which state policies and local context influence Liberians' political participation in the United States and their transnational citizenship, defined as full legal membership and civic participation. This thesis seeks to address a theoretical and empirical gap within terrorism studies, and more specially the study of terrorist-group lethality. This research updates a model of terrorist-group lethality by including terrorist-leader psychology as an individual-level variable in predicting terrorist-group lethality. Terrorist-leader statements were analyzed by using two novel coding schemes called Operational Code and Leadership Trait Analysis to create quantified measurements of leader cognitive beliefs and personality traits. The empirical portion of this study utilizes pooled cross-sectional time-series data within the framework of fixed effects and multi-level estimation models. Membership in extremist groups, such as White Revolution and the Ku Klux Klan, embody specific behavioral attributes. These attributes include practicing endogamy and exhibiting racial pride. There is general consensus among members as to what it means to be part of a socially constructed extremist group. There are also strong motivational factors that support maintaining in-group solidarity and dominant status. By adhering to the rules dictated by group membership, both the self and the group are uplifted based on white racial identity. The article reports on a study of an intelligence management capacity building programme involving former Police Service of Northern Ireland officers mentoring members of the Afghan National Police. The study contributes to the formative evaluation of a policy transfer based on principles and practices developed in Northern Ireland. A short discussion of Afghanistan, policing, intelligence management and policy transfer is provided, before attention is given to the capacity building programme. This research project examines the role of electoral system rules in affecting the extent of conciliatory behavior and cross-ethnic coalition making in Northern Ireland. It focuses on the role of the Single Transferable Vote (STV) electoral system in shaping party and voter incentives in a post-conflict divided society. The research uses a structured, focused comparison of the four electoral cycles since the Belfast Agreement of 1998. This enables a systematic examination of each electoral cycle using a common set of criteria focused on conciliation and cross-ethnic coalition making. From the 1970s to the 1990s, Western European democracies embraced multiculturalist public policy (MCPP). This was in an effort to address and accommodate the minority rights of immigrants who found their way to Europe during its post-WWII labor force recovery. By the mid-1990s, there was a backlash against such policy and movement towards integrationist values. This has been exacerbated in the wake of radical Islamist terror attacks like those of 9/11, the London 7/7 bombing, and the Paris Metro Bombings of 1995. In 2009, the 18-year-old South African runner Caster Semenya was accused of being male and forced to undergo gender testing. After much obfuscation and misreporting, Semenya was cleared to compete as a woman. Semenya’s experience exposes the problematic ways in which masculinity and femininity are harnessed to the categories of male and female as well as the ways in which they are embodied by men and women. This paper contemplates how binaries are mobilized and boundaries maintained – as is contemporarily evident in responses to Semenya’s gender troubles.
