Political Competition And Local Social Spending: Evidence From Brazil, Carew Boulding, David Brown

Electoral theories of democracy imply electoral competition insures accountability. Using data on local elections, socioeconomic factors, and municipal budgets from more than 5,000 municipalities in Brazil for the years 1996, 2000, and 2004, we find that municipalities with more competitive elections allocate less to social spending compared to municipalities with little political competition. We argue that previous theory on political competition and public goods obscures the critical role that financial resources play in shaping the dynamics of social spending and political competition. Municipalities with small budgets lack the resources necessary to engineer convincing electoral victories. Where resources are negligible, voter …

It examines the political philosophies of John Locke, John Stuart Mill, and John Rawls, all of which contain a principle of equitable sharing in some form. It then examines the Declaration of Independence and the Constitution, both of which evidence a commitment to equitable sharing as foundational to the democratic society they contemplate. I argue that we must read Alasdair MacIntyre’s mature work through a Marxist lens. I begin by discussing his argument that we must choose which God to worship on principles of justice, which, it turns out, are ones given to us by God. I contend that this argument entails that we must see Mac- Intyre’s early Marxist commitments as given to him by God, and, therefore, that he has never abandoned them in his turn to Thomistic-Aristotelianism. I examine his reading of Marx, with its emphasis on the concept of alienation as a Christian concept, and explain how this reading …

This work is a one volume published by the National Library of Uruguay with a prologue by Dr. George Reid Andrews. It provides an in depth analysis of the corpus of caricatures made by Mario R. Mendez, an afro-Uruguayan artist, for the magazine “Our Race” during its second period 1933-1948. These editorial caricatures made a strong statement against the Fascism in Europe and the League of Nations’ attitude towards the invasion of Ethiopia ordered by Benito Mussolini. The digital revolution has made it easier for Political Scientists to share and access high-quality research online. However, many of these articles are stored in proprietary databases that some institutions cannot afford. High-quality, peer reviewed, top-tier journal articles that have been made open access (freely available online) should theoretically be more easily accessed and cited than articles of similar quality that are only available to paying customers. In the last two decades, the income and security of the individual middle class worker has declined and the gap between the middle class and the wealthy has widened. We explain how this is bad for democracy, the economy, and the aggregate health of the nation. We examine the governmental policies and interventions that increased the middle class following the depression and maintained its vigor through the post-World War II period. In this paper, we attempt to extend and contribute to prior research on the impacts of fiscal policies on households’ life in Sudan. Using archival and ethnographic investigations into developments in American Conflict of Laws doctrines as an example, and building on insights in the anthropology of knowledge and in science and technology studies that focus on technical practices in scientific and engineering domains, it aims to show that the technologies of law - an ideology that law is a tool and an accompanying technical aesthetic of legal knowledge - are far more central and far more interesting dimensions of legal practice than humanists …

“The Bank of Japan is our mother,” bankers in Tokyo sometimes said of Japan's central bank. Drawing on this metaphor as an ethnographic resource, and on the example of central bankers who sought to unwind their own technocratic knowledge by replacing it with a real-time machine, I retrace the ethnographic task of unwinding technocratic knowledge from those anthropological knowledge practices that critique technocracy. In so doing, I draw attention to special methodological problems—involving the relationship between ethnography, analysis, and reception—in the representation and critique of contemporary knowledge practices.

This essay responds to a question posed by the William Mitchell Law Review for its annual national security issue: Has Obama Improved Bush's National Security Policies? I maintain that Obama Administration practices have been marked by striking continuities with those of the previous Administration. I then attempt to explain these continuities by discussing how American policymakers across the political spectrum share basic assumptions about the concept of national security and the need for an aggressive and interventionist foreign policy.

This article argues that American actions in the Middle East designed to advance democracy and/or ‘moderation’ tend to yield perverse outcomes that frustrate the aspirations of local actors while undermining the values purportedly being promoted by the US. In order to explain these contradictions, we emphasise the linkage between policies of democracy promotion and long-standing American commitments both to millennialism and geographical omnipresence. This paper argues that the early American republic is best understood as a constitutional experiment in “settler empire,” and that related migration policies played a central role in shaping collective identity and structures of authority. Initial colonists, along with their 19th century descendants, viewed society as grounded in an ideal of freedom that emphasized continuous popular mobilization and direct economic and political decision-making. However, many settlers believed that this ideal required Indian dispossession and the coercive use of dependent groups, most prominently slaves, in order to ensure that they themselves had access to property and did not have to engage …

The election of Barack Obama as the forty-fourth president of the United States suggests that the United States has made great strides with regard to race. The blogs and the pundits may laud Obama’s win as evidence that we now live in a “post-racial America.” But is it accurate to suggest that race no longer significantly influences how Americans evaluate each other? Does Obama’s victory suggest that affirmative action and antidiscrimination protections are no longer necessary? We think not. Ironically, rather than marking the dawn of a post-racial America, Obama’s candidacy reveals how deeply race affects judgment.

Despite his importance as a senior Al-Qaeda spokesman, no detailed examination exists of Adam Yahiye Gadahn’s employment of fiqh al-jihad—that branch of Islamic jurisprudence regulating the lawful waging of jihad—to condemn or condone violence committed in the name of Al-Qaeda. This article first provides a detailed exposition of Gadahn’s sharia-based critique of affiliates’ conduct deemed by him in violation of Islamic law and involving the commission of major sins. Second, Gadahn’s conception of fiqh al-jihad is contextualized and contrasted with the comprehensive fiqh al-jihad-based critiques produced by respected militant Islamist scholars. Researchers have suggested that Blacks who express linked racial fate are ideologically liberal. Given the prominence of Black philosophical thought and salience of race, I suggest that linked racial fate results in conservative ideology, which exists on a separate ideological dimension than the traditional conservative ideological dimension. This new ideological dimension, referred to as conservatism among Blacks, is vital to understanding Black political thought in the 21^st century. This dissertation investigates how actors without the means of state power can affect the behavior of warring parties in order to end civil conflicts. Drawing on the intervention and mediation literature, I propose a theoretical framework that presents causal mechanisms for various forms of non-state conflict management to contribute to conflict resolution. The research distinguishes between direct mediation, capacity-building, and problem-solving approaches, and analyzes the approaches’ potential contributions to shorter wars and more sustainable peace.

This investigation focuses on two competing theories (historical institutionalism and social constructivism) and their explanatory value in regards to female political representation in Kazakhstan. Historical Institutionalism maintains that current institutional dynamics are constrained by past institutional formations, even when these past institutions are no longer relevant. Social Constructivism challenges this theory by upholding that institutions are culturally situated and a reflection of shared ideas rather than material forces as argued by historical institutionalism. This dissertation project considers judicial appointments in a new light. The project, first, considers how appointments to the United States Federal Judiciary might be thought of differently if the appointment to multiple positions were thought of as interdependent decisions rather than independent decisions. I create a simulation based model that matches judges with vacant positions in the judiciary to see how our expectations of appointments should differ for different levels of the judiciary and in different political environments. With the purpose to re-conceptualize the intensity of internal armed conflicts, I argue that the characteristics such as location, scale and duration of “major battlefields,” i.e. the spatio-temporal clusters of combat events are important in the evaluation of impact of modern civil wars and insurgencies. I start with elaborating and constructing a new concept of conflict magnitude with battle clusters using up-to-date geo-referenced data and spatial statistic methods.
