The idea of guarantying an unconditional and universal income to each member of the political community is rooted in Thomas Paine and Joseph Charlier writings, published some centuries ago. In the last decades, the debate on this topic has been renewed. Among the recent initiatives, the most spread ones have been the Universal Basic Income, mainly developed by Philippe Van Parijs, and the capital grants proposal elaborated by Bruce Ackerman and Anne Alstott. Exchanging Development For Market Access? Deep Integration And Industrial Policy Under Multilateral And Regional-Bilateral Trade Agreements, Kenneth C. Shadlen

This paper analyzes the developmental trade-offs involved in multilateral versus regional-bilateral strategies of integration into the international economy. I contrast the regulations that guide policy in the areas of trade, investment, and intellectual property in the World Trade Organization (WTO) and in regional-bilateral agreements between the US and developing countries. Both strategies of integration feature similar trade-offs, in that developing countries gain increased market access and opportunities for specialization in exchange for diminished space for use of industrial policy instruments to create new productive capacities. Research undertaken at the University of South Australia has produced a reformulated power cycle theory which balances both military and economic capabilities of actors, producing a graphical representation of the relative distribution of power. For the period between 2000 and 2030, this model suggests that China will continue to rise in power at the expense of the United States, achieving power parity in 2014 and overtaking the sole remaining superpower in 2015. Power cycle theory, arising primarily from the work of Charles F. Doran, determines a sovereign state’s relative share of total power within a wider system of like states. Using unweighted measures of national material capabilities across five indicators, the power cycle method allows the analyst to estimate the relative hierarchical position of each state in a defined system or set of states, the rapidity of each state’s rise and decline in relative power and to forecast the likely future for each state in the system under review. This article discusses Brazilian political history, from the military-political coup in 1964 through Fernando Henrique Cardoso´s second presidential term. Written in the form of an explanatory summary, three themes are joined in a narrative on the transition from a military dictatorship to a liberal democratic regime: the military, the political and the bureaucratic. We seek to establish causal inferences linking content, methods and the reasons for and meaning of political change beginning in 1974 with the quality of the democratic regime as it emerged during the 1990s. Oil For What?—Illicit Iraqi Oil Contracts And The U.N. Security Council, Paul Heaton

Over a 6½-year period the Iraqi government issued over 1300 oil contracts through the U.N. Oil-For-Food Program. This paper demonstrates that Security Council members obtained significantly more contracts than non-members and contract receipt is associated with pro-Hussein votes on resolutions. For non-permanent seat holders Council membership is associated with a 46% premium in contract value, while permanent seat holders obtained an estimated benefit of approximately $29 million each over the life of the program. A 10% increase in the probability of casting a pro-Iraq vote on the Council corresponds to $55 million in additional contracts. Contrary to median voter models, …

Are Voters Better Represented?, Brian Newman, John D. Griffin

Studies of political participation and representation often contend that elected officials respond more to the preferences of voters than those of nonvoters, but seldom test this claim. This is a critical assumption because if true, biases in who participates will lead to biased representation. Office holders might respond disproportionately to voters’ preferences because voters tend to select like-minded representatives, voters tend to communicate their preferences more, and only voters can reelect representatives. We find that voter preferences predict the aggregate roll-call behavior of Senators while nonvoter preferences do not. We also present evidence supporting the three explanations advanced to account …

Conventional theories of international hegemony all agree on the fact that the stabilizing functions of hegemons (i.e., nations which use their power to maintain orderly relations in a given issue-area) are positively correlated with their power. The public goods logic upon which this vision is founded posits that as any potential leader becomes more powerful in a given issue area, it will increasingly see its own welfare as synonymous with order in the entire constellation of relations within the issue area itself, and consequently have an incentive to provide the necessary public goods (i.e., the components of stability) to bring …

Retuning The Harmonization Of Eu Asylum Law: Exploring The Need For An Eu Asylum Appellate Court, Ariel Meyerstein

This Comment takes as its starting point the adoption of the first five pieces of harmonized legislation created as part of the EU’s asylum regime overhaul of the early 2000s and proposes constructive solutions to compensate for the inadequate results of the May 2004 negotiations in Brussels. Specifically, it is proposed that an EU-wide asylum appellate court could assist the Member States in completing the work they started by creating a comprehensive harmonization consistent with international law.

Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

A large number of central theoretical problems of modern Western states can be epitomised in a three-cornered dilemma, i.e. a situation where a choice has to be made among three potentially incompatible principles. To the tension between democracy and constitutionalism (popular participation and constitutional constraints) the goal of efficient decision-making adds a third dimension. Constitutional economics is interpreted here as an analytical approach to law, state and politics, based on rational choice theory. It endeavours both an explanatory and a justificatory task. Is it just me, or are there other registered Democrats who want to scratch the blackboard every time state Democratic Party Chair Jerry Lundergan is asked to comment regarding the hiring scandal in Frankfort? I suppose Lundergan was selected by a lost and frightened Democratic leadership looking to "go conservative" after the party's most recent electoral spanking. Surely Democrats have noticed by now that despite whatever redeeming qualities Lundergan may possess, his selection effectively seized the moral low ground on issues related to the public trust.

"She Brought Only A Skirt": Print Media Coverage Of Elizabeth Dole's Bid For The Republican Presidential Nomination, Caroline Heldman, Susan Carroll, Stephanie Olson

This article analyzes two data sets to determine differences in print media coverage of Elizabeth Dole and five other Republican contenders for the presidential nomination in 1999: George W. Bush, John McCain, Alan Keyes, Gary Bauer, and Steve Forbes. Our findings indicate that Dole received a differential amount and type of print media coverage that was decidedly gendered and may have hindered her candidacy. Dole did not receive an amount of media coverage consistent with her standing as the number two candidate in the polls throughout the time period we examined, and the press paid more attention to Dole's personality …

The book The Final Arbiter addresses the legal and political consequences of the Bush v. Gore decision. This article presented as Chapter 4 addresses the lasting impact of Bush v. Gore on the law of remedies. While others have focused on what the Court should or could have done in the case, this article focuses on what the Court actually did by analyzing the text of the decision and the remedial platform that formed the Court's consensus. The Court in Bush adopted a new model of prophylactic relief that provided too much, not too little relief. Yet this prophylactic remedy …

Despite their political prominence, cabinet reshuffles have not attracted a great deal of scholarly attention. We provide a theory of cabinet reshuffles that emphasizes both systematic and time-varying causes. In particular, we argue that prime ministers employ cabinet reshuffles to retain power in the face of both intraparty and electoral challenges to their leadership. We use repeated-events duration models to examine the timing of cabinet reshuffles in Australia, Canada, Ireland, New Zealand, and the United Kingdom in the period 1960–2001, and find support for several of our hypotheses.
