The Effects Of Implementing The National Guard Tuition Assistance Program On Accessing Higher Education Funds For Arkansas National Guardsmen At The University Of Arkansas, Erika Gamboa

The Arkansas National Guard Tuition Assistance (NGTA) program was created to recruit and retain Arkansas National Guardsmen by providing college funding regardless of Armed Services Vocational Aptitude Battery (ASVAB) test scores. The funding provided up to 100% of tuition costs at any Arkansas public college or university and was effective between Fall 2017 to Fall 2019. The approval process included collaboration between the Arkansas National Guard Education Office, the Arkansas Department of Higher Education, and the institution of higher education Guardsmen attended.

This dissertation is a history of the economic, social, and political life in Arabia, the Arabian Gulf, and the Indian Subcontinent from the mid-nineteenth to the mid-twentieth centuries. It draws on materials from al-Qasim, Kuwait, Bahrain, Karachi, Bombay, Calcutta, and London, in addition to travelers’ accounts. These materials and accounts are used to explore the extent and significance of al-Qasim’s international trade between Arabia and India through the Arabian Gulf. This dissertation examines the ways in which cultural value predispositions impact decision-making associated with hydraulic fracturing (fracking) among both local policy elites and the general public in Arkansas and Oregon. First, I examine the mediating role of (dis)trust in information provided by three groups associated with the fracking debate – the energy industry, environmental groups, and the government – in shaping benefit-risk perceptions associated with fracking, and compare this process between a sample of local policy elites and the general public in Arkansas and Oregon. On April 7, 1968, Governor Winthrop Rockefeller claimed that “Arkansas today stands at the threshold of leading the nation...for a better America,” The Republican Arkansas Governor spoke on the steps of the state capitol at a memorial for the beloved civil rights leader Martin Luther King, Jr. who had been assassinated three days earlier. Rockefeller’s claim that Arkansas could lead the nation came just two years after the Student Nonviolent Coordinating Committee (SNCC) formally ended its work in the state to improve racial equality. This study analyzed the relationship between verbal and nonverbal vocalic communication patterns exhibited by Brett Kavanaugh, now a sitting Justice on the U.S. Supreme Court, during his Senate confirmation hearings in 2018. Additionally, the relationship between verbal statement types: attempt to define reality, personal narrative, policy positions, attacks, acclaims, and defenses, and the nonverbal vocalics of sighs, sharp intakes of breath, and sniffs were evaluated together to see which statement types would elicit higher physiological stress responses during both the 16-minute speech given at the end of the Day One hearing and the 45-minute testimony during the sexual assault hearing. …

This thesis examines the systematic dispossession of African American property by white planters in the Arkansas Delta. It argues white planters, backed by a legal system favorable to their interests, expropriated the black land in the once flourishing community of Edmondson, Arkansas. Founded in 1902 by African American business and political leaders, the Edmondson Home and Improvement Company purchased farmland and town lots and began to sell or rent the land to African Americans coming to the area. Located in Crittenden County, Edmondson represented black defiance in the face of Jim Crow laws and white supremacy. The town consisted of …

In September 1917, Fort Smith telephone operators formed a local of the International Brotherhood of Electrical Workers. Soon after, company leaders dismissed two of the women who were instrumental in the formation of the union. After many attempts to meet and negotiate with the company leaders, the remaining operators walked out and began striking on September 19. This strike lasted almost four months and brought chaos into the city including the indictments, trials, and convictions of the mayor, J. H. Wright, and chief of police, Jim Fernandez. The election after Wright’s conviction saw the first female votes in Arkansas history. …

Over a decade ago, the Dreamer movement began, led by young undocumented Latinx youth. These activists became known as "Dreamers" who continue to advocate for a pathway to citizenship for all immigrants. Through media, speeches, and artwork, Dreamers use the cultural narrative of the "American Dream" to create the boundaries of their American identity. Traditionally, American Identity is studied through 4 schools of thought: ethno-culturalism, liberalism, civic republicanism, and incorporationism. I offer an analysis of two concepts of American identity, meritocracy, and hyperdocumentation, that are mostly missing from the American identity literature.
