In the wake of countless high-profile instances of police violence and repression against civilians in the United States, waves of reformation have washed over American police departments. Some have questioned the efficacy of these reforms, as civilians continue to suffer acts of violence at the hands of the police. One such reform measure, adopted broadly in recent years, is the creation of civilian police review boards. The purpose of this thesis is to highlight and critique the ways in which utilitarianism manifests itself in comparative public policy. While public policy studies tend to focus on national levels, cities, and states can also be major sites of theoretical and policy formulation that are adopted globally. The moral ethics that are involved in public policy are especially important because these policies have a direct impact on society. This paper attempts to analyze two recent New York police reform campaigns - one to overturn the state’s system of criminal bail release, the other to make police officer discipline transparent to the public - using theories given by Antonio Gramsci. The paper will apply the concepts of hegemony, hegemonic discourse, the intertwining of the state and civil society, the attainment of political agency amongst the subaltern, and the role ideology plays in all of these concepts, to assess the success of the reform campaigns. Why does reform of law enforcement remain so elusive in post-communist countries like Ukraine, despite political upheaval, a public mandate for reform and substantial international assistance? Which components contribute to the success and sustainability of a police reform and which factors produce political will from political leaders to implement the difficulties of police reform? This dissertation argues that in addition to massive corruption and the politics of insecurity, the greatest challenges to reform of Ukraine’s law enforcement system is political competition, resulting in the politicization of law enforcement institutions and law enforcement policy.
